The Tra Bong River fishing wharf project is invested by the Dung Quat Economic Zone (EZ) Management Board and industrial parks of Quang Ngai province. The project started in 2010, completed and put into use in 2013 with a scale of about 23 hectares, costing nearly 185 billion VND.

Tra Bong River fishing wharf was put into use in 2013.

When investing, Tra Bong River fishing wharf is expected to serve the fishing industry for resettled households and people in the project area; ensure stable and long-term fishing activities; provide a place to anchor and avoid storms...

With the above objectives, the project has items such as: resettlement area; 128m long wharf, 90m long wharf; 1.4km long bank protection embankment; leveling the ground with an area of nearly 18,000m2; dredging the loading and unloading bay in front of the wharf and turning around to ensure 15m long ships can dock; technical infrastructure works serving the fishing port...

However, after more than 10 years of use, the wharf is "as good as nothing" because it has not been as effective as expected. Fishermen in Binh Chanh and Binh Dong communes (Binh Son district) said that because the channel depth is not guaranteed, the water area in front of the wharf is not guaranteed according to regulations, so fishing boats over 15m in length cannot enter or exit. This project also has no office building, no warehouse for sorting fish...

Tra Bong River fishing wharf is mainly used to moor a few small boats.

For many years, to enjoy the policy, fishermen had to go to Tinh Ky port or Tinh Hoa port ( Quang Ngai city) to trace the origin of seafood.

“It takes an average of 3 - 3.5 hours to travel from Sa Can estuary to Tinh Ky fishing port. Going from Tinh Ky port to Sa Can estuary takes 6 - 7 hours because it is against the current. It takes a lot of time and travel costs,” said fisherman Huynh Vuong (Binh Thanh commune).

Many fishermen in the area practice offshore squid fishing with large boats and large engines, so they really hope that the Central Government and the province will soon invest in Sa Can fishing port.

After Sa Can fishing port is invested and put into use, Tra Bong river fishing port will be integrated into Sa Can fishing port to form a port cluster that ensures both anchorage and landing, loading and unloading of seafood...

According to statistics, the entire Binh Son district currently has more than 1,300 fishing boats, of which 580 boats are 15m or longer, mainly fishing with trawl nets, purse seines, offshore squid fishing and diving... Because there is no port, every time a boat returns, the border guards have to row a boat to the fishermen's boat anchored outside the estuary to check, which is very inconvenient.

Find a solution

Faced with the above situation, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien agreed to assign the Department of Agriculture and Rural Development (DARD) to receive, manage and exploit the Tra Bong River fishing wharf project as proposed by relevant departments, branches and localities.

At the same time, it is requested that the Dung Quat Economic Zone Management Board and industrial parks of Quang Ngai province urgently hand over the Tra Bong river fishing wharf project to the Department of Agriculture and Rural Development of Quang Ngai province for management before November 1, 2024.

Assign the Department of Agriculture and Rural Development as the investor, establish investment procedures to upgrade the Tra Bong River fishing port to meet the criteria of a type III fishing port according to the provisions of the Fisheries Law, submit to competent authorities for consideration and investment decision in the period 2026 - 2030 to ensure effective promotion, creating momentum for the development of the local marine economy.

Research on the construction plan of Tra Bong river fishing port as a satellite fishing port of Sa Can fishing port to meet the needs of serving fishermen in the project area in the short and long term.

Review relevant contents to propose the Ministry of Agriculture and Rural Development to consider investing in the construction of Sa Can fishing port to promote the advantages of Tra Bong river, forming a fishing port to serve fishermen in the region associated with a boat anchorage area, meeting the needs of the people and serving the compensation and site clearance work in Dung Quat Economic Zone.

"Based on the proposal of the Department of Agriculture and Rural Development, the Department of Planning and Investment is assigned to advise the Provincial People's Committee to submit to competent authorities to include in the province's medium-term public investment plan for the period 2026-2030 and prioritize implementation in 2026, as a basis for implementation in accordance with regulations" - Mr. Tran Phuoc Hien requested.
