Termination of operation of the Steering Committee for relocation of Saigon River seaport and Ba Son factory

The Prime Minister has just issued Decision No. 2271/QD-TTg on dissolving the Steering Committee for implementing the Plan to relocate seaports on the Saigon River and Ba Son Shipyard.

According to the Decision, the Prime Minister decided to dissolve the Steering Committee for implementing the Plan for relocating seaports on the Saigon River and Ba Son Shipyard, established by the Prime Minister in Decision No. 485/QD-TTg dated April 28, 2008.

Responsibilities of relevant organizations: The Ministry of Construction continues to manage the planning of seaports on the Saigon River according to assigned functions and tasks.

The Ministry of Finance shall preside over and coordinate with the Ministry of Construction, the Ministry of Agriculture and Environment, and the People's Committee of Ho Chi Minh City to review and handle according to their authority or guide agencies and localities and directly direct the Vietnam National Shipping Lines and Saigon Port Joint Stock Company to carry out the relocation of Saigon Port infrastructure according to regulations; rearrange and handle houses and land at the old location (Nha Rong - Khanh Hoi port area) according to the law.

Ho Chi Minh City People's Committee continues to carry out the planning of functional conversion to serve the relocation of infrastructure of ports on the Saigon River and Ba Son Shipyard according to its functions and tasks (city planning, land use planning); directs functional agencies, coordinates with Saigon New Port Corporation and Ba Son Corporation to review and complete land lease procedures at new locations according to regulations of land law; reviews and carries out procedures for receiving land handover at old locations to implement the City's projects.

The Ministry of National Defense directed the Saigon Newport Corporation and Ba Son Corporation to urgently develop a plan to handle the proposed area to be retained at the old land locations of the Saigon Newport Corporation and Ba Son Corporation (including the area retained for the construction of the Corporation's headquarters and the area handed over to the People's Committee of Ho Chi Minh City) in accordance with the law. Review the amount of money collected, the amount of money used, the amount of money still to be used in accordance with the law; review and make final settlement of investment projects at the new location (using revenue from the old location) of the Corporation in accordance with the law.

This Decision comes into force from October 15, 2025.

Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairman of the Ho Chi Minh City People's Committee, Heads of relevant agencies, organizations and individuals are responsible for implementing this Decision. In case of any problems, ministries, agencies and units shall proactively report to competent authorities for timely handling in accordance with legal regulations.
