Rectifying a series of units slow to respond to storm No. 11

On the afternoon of October 8, the Hanoi City Traffic Infrastructure Maintenance Board signed a document requesting to discipline a series of road management and maintenance units for their slow response to storm No. 11 (Matmo).

According to the Maintenance Board, many contractors were slow to reach the scene, lacked warning signs at flooded areas, or the signs did not clearly state information. Some units reported slowly, and images of the scene were blurry and lacked details, making it difficult to synthesize information and easily creating misunderstandings about the city's response capacity.

The Maintenance Department requires contractors to be more proactive in handling incidents, fully arrange manpower, equipment, spare materials, promptly divert and warn traffic at flooded areas of 10 cm or more, absolutely not lacking signs and guides. The specialized departments under the management must closely monitor the development of storms, check machinery and manpower, coordinate with contractors to handle incidents and report on time.

On the afternoon of October 8, Hanoi still had 13 deeply flooded locations, making traffic impassable.

Also on the afternoon of October 8, according to a quick report from the Hanoi Traffic Infrastructure Maintenance Board, there are a total of 62 flooded locations in the city, of which 49 are still accessible and 13 are deeply flooded and impassable.

Representatives of the Hanoi City Traffic Infrastructure Maintenance Board have assigned leaders and officers of the Board on duty to monitor and grasp the situation, proactively resolve incidents related to traffic infrastructure arising in the city due to the impact of storm No. 11, and at the same time direct units managing and maintaining the road system, inland waterways, railway crossings and traffic lights to prepare human resources, vehicles and materials to promptly deploy plans to ensure traffic safety, handle and overcome incidents related to infrastructure and traffic organization.

Proposal to exempt road fees for vehicles transporting relief goods

On the afternoon of October 8, Director of the Vietnam Road Administration Bui Quang Thai signed a document sent to investors, BOT project enterprises, Vietnam Expressway Corporation, VETC Automatic Toll Collection Company Limited; Vietnam Digital Traffic Joint Stock Company (VDTC); Road Management Areas I, II, III, IV requesting exemption of road use service fees for vehicles transporting relief goods; coordinating with the Regional Road Management Area and relevant local agencies to organize lane division, traffic flow, and traffic guidance so that the above vehicles can pass through the toll station as quickly as possible. All toll suspensions and toll exemptions for the above vehicles must be recorded and toll collection records and data must be fully archived in accordance with regulations.
