Prime Minister Pham Minh Chinh has just signed Decision No. 280/QD-TTg dated April 4, 2024 approving the Project on organizing activities to celebrate the 80th anniversary of the Vietnam People's Public Security Traditional Day (August 19, 1945 - August 19, 2025) and the 20th anniversary of the National Day for National Security Protection (August 19, 2005 - August 19, 2025).

Towards the 80th anniversary of the Vietnam People's Public Security Traditional Day (August 19, 1945 - August 19, 2025) and the 20th anniversary of the National Day for National Security Protection (August 19, 2005 - August 19, 2025).

Accordingly, the Ministry of Public Security will preside over and coordinate with the Ministry of Information and Communications and relevant units to mobilize artists and intellectuals nationwide to participate in composing and promoting literary, artistic and journalistic works with the theme "Security for Life"; organize specialized exhibitions on the achievements of the People's Public Security Forces; key cultural, artistic, physical training and sports activities to celebrate the event, including organizing the "National Day for National Security Protection" in localities to attract the attention of the masses to the cause of security protection, order and the People's Public Security Forces.

Urgently advise on the issuance of a Government Decree detailing a number of articles of the Law on Forces participating in protecting security and order at the grassroots level.

At the online conference to disseminate the Law on Forces Participating in Security and Order Protection at the grassroots level and key tasks for implementation; Minister To Lam requested that the Public Security of units and localities must unify their awareness, determine the position and importance of the Law on Forces Participating in Security and Order Protection at the grassroots level in order to institutionalize the viewpoints and policies of the Party and State, create a complete and appropriate legal basis in the operation, management and use of forces participating in security and order protection at the grassroots level to support the Commune-level Public Security in performing their tasks; proactively and promptly resolve on-site, right from the grassroots level, cases related to security and order at the department.

The Department of Legislation and Administrative and Judicial Reform closely coordinates with the functional units of the Government Office and relevant units to urgently advise on the issuance of a Government Decree detailing a number of articles of the Law on Forces Participating in Security and Order Protection at the Grassroots Level; proactively develops a Circular of the Ministry of Public Security detailing a number of articles of the Law for the Public Security of localities to serve as a basis for advising on the issuance of Resolutions of the People's Councils and Decisions of the People's Committees of provinces and cities on the criteria for establishing Security and Order Protection Teams, organizational structure, policies and regimes for forces participating in security and order protection at the grassroots level.... Speaking at the first quarter 2024 work conference of the People's Public Security academies and schools, the Ministry's leaders requested units and schools to continue to closely follow the guidelines of the Central Public Security Party Committee Standing Committee, the leaders of the Ministry of Public Security and the 2023-2024 school year's task program to organize high-quality and effective implementation. * Also last week, the Ministry of Public Security issued Plan 160/KH-BCA-X01 dated March 26, 2024 to implement salary policy reform in the People's Public Security. The Ministry requested the Public Security of units and localities to proactively and effectively implement assigned tasks based on the plan's content, in order to ensure the timely development and implementation of documents regulating the salary regime for officers, non-commissioned officers, conscripts, police workers and contract workers in the People's Public Security, to be implemented from July 1, 2024.
