Right from the beginning of 2025, with the target of "double-digit" economic growth, the provincial Party Committee and government have demonstrated a strategic vision and remarkable initiative. The foundation for this breakthrough is firmly built on the extensive implementation of key resolutions of the Government, especially Resolution No. 25/NQ-CP and Resolution No. 154/NQ-CP, with the orientation of national growth reaching 8% or more. Decision No. 554/QD-UBND issued on August 7, 2025, immediately after stabilizing the new apparatus, assigned a growth target of up to 10.3% compared to 2024.

Business support work is implemented through practical actions. Provincial leaders have directed all levels and sectors to closely follow all changes in macro policies, especially complex reciprocal tax policies from international markets, to promptly provide solutions to support businesses, especially small and medium enterprises (SMEs). Thanks to this companionship, the business community of the province has not only maintained stable operations but many businesses have also boldly increased capital, expanded production, and contributed positively to import-export turnover and overall growth.
The province has promoted administrative reform and digital transformation as two parallel pillars. Reviewing and perfecting institutions is prioritized, especially regulations related to the functions and tasks of post-merger units, ensuring smooth operation of the apparatus without overlap. The two-level government model has been implemented methodically, helping to stabilize the organization and staff, improving management effectiveness and efficiency.
The new model of the administrative procedure information system has proven to be highly effective. With 2,201 public and transparent administrative procedures, the system has become an effective channel of interaction between the government and people and businesses. The rate of online application submission reached 84.88%, ranking Phu Tho 12th out of 34 provinces and cities, along with 100% of district and commune one-stop shops implementing document digitization, which are clear signs of the success of the digital transformation process in public administration.
The concretization of Resolution No. 57-NQ/TW of the Politburo on scientific and technological breakthroughs and national digital transformation by Action Program No. 02-CTr/TU shows that the province's long-term vision is moving towards a smart, interconnected and synchronous administration, not only reducing the procedural burden for businesses but also providing data and information to support the business decision-making process.
The investment environment continues to improve strongly. In August 2025 alone, the province attracted more than 205 million USD in FDI capital. In the first 8 months, this figure reached 857.5 million USD, an impressive result. Notably, the capital flow not only comes from new projects (39 projects) but also from the trust of existing investors when up to 47 projects adjusted to increase capital. Domestic investment capital (DDI) reached 54.8 trillion VND, nearly 3 times higher than the same period. In addition, the province also received the attention of large corporations from Japan, Australia, Singapore, Korea... showing that the investment environment continues to improve.
The goal of putting 99 projects into operation by 2025 is gradually becoming a reality. In the first 8 months of the year, 40 projects have officially come into production, creating more jobs and added value for the economy. In particular, the birth of nearly 3,420 new enterprises (up 62.9%) and the return of 770 enterprises shows the confidence of the market and the strong vitality of the business community.
With early assignment of capital plans and drastic solutions, the disbursement rate of public investment capital in Phu Tho reached 90.8% of the plan assigned by the Central Government, much higher than the national average (43.9%) and ranked 6th out of 34 localities, contributing to mobilizing resources for development investment, demonstrating the effectiveness of innovation and improving the management and operational capacity of authorities at all levels.
In the coming time, clearly defining key tasks to maintain growth momentum and continue to improve the business environment, the province will continue to review and improve policy mechanisms, ensuring consistency and stability. The core task is to clear resource bottlenecks, especially in site clearance, determining land rental prices, supplying construction materials and handling slow-progressing urban projects.
Investment promotion activities will be implemented in a focused and key direction, targeting strategic partners from developed countries, prioritizing high-tech projects, source technology and “green” technology. At the same time, accelerating the disbursement of public investment capital, developing high-quality human resources associated with innovation, and strengthening resource and environmental management will be the pillars to ensure sustainable development.
