The government agreed to exempt registration fees for electric cars until 2027.

The Government has just issued a decree amending and supplementing regulations on registration fees for electric cars, extending the exemption of registration fees until 2027.

Accordingly, Decree 51/2025 signed by Deputy Prime Minister Ho Duc Phoc will amend and supplement the provisions of Decree 10/2022 of the Government on registration fees for battery-powered electric cars. Specifically, from the effective date of this Decree until February 28, 2027, the first registration fee is 0%.

The Decree takes effect from today (March 1). Thus, with this policy, registration fees for electric cars will be exempted for another 2 years, after applying this policy for the past three years.

According to the previous Decree 10/2022, battery-powered electric cars are entitled to preferential registration fees for 5 years, including 100% exemption from registration fees for the first three years and a 50% reduction for the next two years.

With the newly signed decree, the Government agreed to extend the exemption of all registration fees for the next two years, until February 28, 2027.

Previously, VinFast Production and Trading Joint Stock Company had submitted a proposal to the Prime Minister to consider and direct relevant ministries and branches to continue the policy of exempting and reducing registration fees.

Specifically, the registration fee for electric cars will be exempted for three more years from March 1, 2025 to February 28, 2028, and the reduction for the next three years will be 50% of that for gasoline and diesel cars with the same seats from March 1, 2028 to February 28, 2031.

However, in mid-February, the Ministry of Finance proposed maintaining the 0% initial registration fee for battery-powered electric cars until February 28, 2027, extending it by two years compared to current regulations.

The ministry said that the 0% registration fee for battery-powered electric cars applied for nearly three years has basically contributed to improving air quality and protecting the environment.

At the same time, this policy also contributes to developing the market, the electric car industry and supporting industries, creating jobs, increasing income for workers and promoting economic growth.

However, if the registration fee exemption is applied for the next 2 years, it is estimated that the budget revenue will decrease by about 4,800 billion VND/year.
