On the afternoon of October 13, Lai Chau Provincial People's Committee organized a dialogue conference and meeting with businesses and entrepreneurs in 2025 with the theme "Government accompanies - businesses step firmly".

In his opening speech, Chairman of Lai Chau Provincial People's Committee Le Van Luong emphasized that the conference is an opportunity for the government and businessmen and enterprises to dialogue and exchange to resolve some difficulties and obstacles in production and business; at the same time, he hopes that this will be a lively, open and effective forum for exchange. Chairman of Lai Chau Provincial People's Committee suggested that delegates and enterprises exchange and discuss the remaining issues, recommendations and proposals to the government so that after the conference, the difficulties and recommendations of enterprises will be recorded and resolved promptly, creating motivation for enterprises to develop, making important contributions to the development of the province in the coming time.

Currently, in Lai Chau province, there are 2,265 enterprises with a total registered capital of 64,306 billion VND; 442 cooperatives with a registered capital of 1,409 billion VND. Enterprises and cooperatives operate in most fields: industry, construction, trade, services; agriculture, forestry; tourism and import-export; making an important contribution to the development and stability of the socio- economy , creating jobs and income for workers, contributing to the state budget and implementing social security policies of the province.

In 2025, the province's economy will continue to maintain stability and a fairly high growth rate. Enterprises and cooperatives have contributed 67.5% of the province's budget revenue (about 1,605.5 billion VND/2,378 billion VND), creating jobs for over 22,000 workers with an average income of about 7 million VND/person/month. Enterprises have also complied well with the Party's policies and the State's laws and policies; actively responded to and participated in social security activities, hunger eradication, poverty reduction, new rural construction of the province, and dilapidated houses.

The business community, together with all levels, sectors and people in the province, has made efforts and strived to gradually narrow the development gap between Lai Chau and the Northern Midlands and Mountains provinces and the whole country. However, the business community still faces many difficulties such as small and micro-sized enterprises accounting for 85%, limited financial capacity and management level; unsynchronized socio-economic infrastructure, transportation, logistics, high production costs; lack of high-quality human resources; some administrative procedures, regarding land, environment, investment, site clearance still face difficulties for some projects.

At the conference, delegates discussed and clarified the difficulties, obstacles and recommendations of businesses in the fields of: socio-culture, industry and trade, construction, agriculture and environment. Among them, focusing on issues of supporting the reduction of social insurance costs, union fees, logistics costs; strengthening connections with vocational schools, supporting retraining for workers; procedures for granting blasting licenses for hydropower projects take a lot of time; supporting businesses in digital transformation in production, administration and sales; having preferential policies when investing in new machinery and production lines; proposing to have a preferential credit package specifically for manufacturing businesses in the agricultural sector; extending, deferring debts and reducing interest rates for businesses facing difficulties; organizing training programs, consulting, technical support for businesses to access and effectively implement new energy solutions; shortening the time for construction licensing procedures...

Lai Chau provincial leaders and representatives of departments and branches directly responded to recommendations and proposals and recorded opinions to continue advising the Provincial People's Committee in the coming time to help businesses feel secure in investing in projects.

Lai Chau Provincial Party Secretary Le Minh Ngan commended and acknowledged the efforts and contributions of businesses and entrepreneurs in the socio-economic development of the province, and at the same time requested that all levels and sectors review and reduce at least 30% of the time and cost of handling administrative procedures in the land sector and basic construction sectors, resolutely eliminate the mechanism of requesting and approving prolonged licenses, and thoroughly handle acts of harassment that cause delays in handling procedures for businesses.

To facilitate businesses' access to resources and development space, Lai Chau continues to review and adjust the provincial planning for the 2021-2030 period with a vision to 2050, to be completed in 2025. Adjusting land use planning to publicize and provide transparent information for businesses to easily access.

The Secretary of Lai Chau Provincial Party Committee hopes that enterprises and cooperatives need to proactively develop strategies, management and production and business plans based on the principles of the market economy, in line with the requirements of international integration and the development orientation of the province. Focus on effectively exploiting local potential, especially in terms of land, labor, and tourism; boldly invest and expand production and business sectors appropriately.

The Organizing Committee awarded Certificates of Merit from the Chairman of Lai Chau Provincial People's Committee to collectives, individuals and business units that have made many contributions to the economic development and social security movement in Lai Chau province in 2025.

With the spirit of listening - understanding - acting, the Secretary of Lai Chau Provincial Party Committee suggested that after the conference, the Provincial People's Committee direct departments, branches and sectors to focus on resolving difficulties and problems within their authority as quickly as possible to remove them for businesses, in the spirit of no formality, no delay, all recommendations and proposals of businesses are monitored and urged until completion. In addition, maintain regular dialogue between the government and businesses to ensure smooth information, timely response, create a stable, transparent and safe investment environment, so that businesses can feel secure in long-term production and business in Lai Chau.

On this occasion, the Chairman of Lai Chau Provincial People's Committee awarded Certificates of Merit to 6 collectives and 12 individuals for their many achievements in contributing to Lai Chau in economic development and ensuring social security. At the same time, he launched a competition to achieve achievements in celebration of the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term.
