Social security policies will be more numerous, more demanding and more practical.

Minister of Health Dao Hong Lan said that social security is a people-centered policy, the goal and driving force of the country's development process.

"In the coming period, social security will continue to be a key task with higher requirements, more and more practical policies, to ensure social security and improve the lives of people across the country."

This was affirmed by Party Central Committee member and Minister of Health Dao Hong Lan at the Press Conference to inform about the preparation and organization of the 1st Government Party Congress, term 2025-2030, taking place on the morning of October 9 in Hanoi.

Member of the Politburo, Permanent Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh , Head of the Standing Committee of the Congress Propaganda Subcommittee chaired the press conference.

Responding to press questions about the implementation of social security policies during this term, on behalf of relevant ministries and branches, Minister of Health Dao Hong Lan said that social security is a policy for the people, taking people as the center, and is the goal and driving force of the country's development process.

Minister Dao Hong Lan emphasized that the Resolution of the 13th National Party Congress and the Party Congresses at all levels affirmed that social security policy is always an important focus, linking economic growth and social equity. Over the past 5 years, although the country has been heavily affected by the COVID-19 pandemic, natural disasters, storms and floods, etc., social security policies have still received attention, direction and synchronous implementation from the Party and State with the main pillars of social security policy including: Social insurance, health insurance, unemployment insurance, relief and social assistance.

Many regulations and legal institutions have been improved to expand access to health care, education, housing, legal aid, create jobs and ensure social security for the people.

Minister Dao Hong Lan said that during the 2020-2025 term, with the consistent spirit of "leaving no one behind," the Central Committee issued Resolution No. 42-NQ/TW on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and protection in the new period; Resolution No. 71-NQ/TW on breakthroughs in education and training development; Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, and proposed many breakthrough solutions to improve the effectiveness of social security policy implementation.

The report on the results of the past 5 years shows that social security policies have contributed to ensuring human rights, improving material and spiritual life and strengthening people's trust. During the COVID-19 pandemic, the Government has deployed 4 support packages worth more than 120,000 billion VND and 200,000 tons of rice, helping tens of millions of people and businesses overcome difficulties.

The social, health and unemployment insurance systems have also continued to be strengthened. Currently, more than 95 million people nationwide are covered by health insurance, with benefits increasingly expanding. Social assistance policies have also been adjusted to reduce the age of the elderly receiving benefits from 80 to 75 years old, expanding the beneficiaries.

At the same time, the social assistance network has been expanded, covering from 2.7% of the population in 2016 to 4.5% in 2025, equivalent to 4.5 million people receiving regular assistance and 1.5 million people receiving emergency assistance each year. Support activities have become a culture of sharing and kindness in the community.

Poverty reduction work has achieved many clear results, the poverty rate has decreased from 4.4% in 2021 to 1.93% in 2024 and is estimated at about 1% in 2025. Vietnam is recognized by the United Nations as a bright spot in sustainable poverty reduction and implementation of social security policies.

"In particular, the program to eliminate temporary and dilapidated houses was vigorously implemented under the direct direction of the Prime Minister, Head of the Steering Committee. Thanks to mobilizing resources from the budget, saving on expenditures, exceeding revenue and socialization, 334,234 temporary and dilapidated houses were eliminated, with a total cost of nearly VND 50,000 billion, completed more than 5 years ahead of the target of Resolution No. 42-NQ/TW on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period," said Minister Dao Hong Lan, emphasizing that the elimination of temporary houses is only an initial result, and needs to continue to be implemented regularly to ensure housing and stabilize people's lives, especially in the context of increasingly complex natural disasters and climate change.

Minister Dao Hong Lan affirmed that in the coming period, social security will continue to be a key task with higher requirements, more and more practical policies, to ensure social security and improve the lives of people across the country./.
