Official guidance on licensing gold bar production and gold import

The Circular stipulates procedures for licensing the production of gold bars, the import of raw gold; the granting of gold export and import limits. At the same time, it stipulates the connection and provision of information of enterprises and credit institutions operating in gold trading and the reporting regime as prescribed.

Enterprises and banks applying for a business license to buy and sell gold bars send their documents to the State Bank. After the State Bank receives all the documents, it will notify the State Bank branch in the area to check the legal documents proving the ownership or legal right to use the business location and the necessary equipment to carry out the buying and selling of gold bars at the business location.

Within 7 days from the date of receiving the notification from the State Bank, the State Bank regional branch shall report the results to the State Bank. Within 20 working days from the date of receiving the complete application, the State Bank shall consider granting or rejecting (stating the reason) the license to buy and sell gold according to regulations. In addition, the time for granting a license to produce gold bars will also be carried out within 30 working days from the date of receiving the complete application.
