Faced with the complicated developments of floods and the very high risk of landslides, the Ministry of Agriculture and Environment has just continued to issue Official Dispatch 7773/CD-BNNMT to the Chairman of the People's Committee of Hanoi City and the provinces of Thai Nguyen and Bac Ninh, requesting to ensure the safety of dikes on Cau River, Thuong River, and Ca Lo River.
According to the telegram, currently, floods on Cau River, Thuong River, and Ca Lo River have peaked and are receding (in which the water level of Cau River is receding quite quickly, the water level of Thuong River is receding slowly) and are still at a high level above alert level 3.
The dike system has had 52 incidents, including many serious landslides that caused unsafe flood protection of the dike when the flood began to recede (such as the landslide of the left dike slope of the Bridge at sections K6+900- K7+150, K9+450-K9+550, ...).
In addition, the dykes along the rivers have been submerged for many days, so there is a very high risk of continued landslides and erosion.
To ensure the safety of dikes, the Ministry of Agriculture and Environment requests the Chairman of the People's Committee of the province and city to focus on directing agencies and units to continue to focus on directing, inspecting, monitoring, urging and patrolling on dike routes to promptly detect and handle incidents that occur right from the first hour.
Localities are directed to strictly carry out the work of patrolling and guarding dikes, promptly inspect and rectify dikes where the dike patrolling and guarding force has not performed in accordance with regulations; they are fully responsible before the law if there is any loss of safety to the dike system due to failure to carry out the work of patrolling and guarding dikes in accordance with the law.
The Ministry of Agriculture and Environment also requested localities to mobilize all resources to promptly complete the first hour handling of incidents that have occurred, ensuring safety for the dike; maintain forces, prepare materials, vehicles, machinery and equipment to protect the dike when incidents or situations arise.
In addition, local leaders direct the control of motor vehicles on the dike according to regulations, absolutely not allowing motor vehicles to enter dike areas with incidents (except vehicles serving dike protection work and other priority vehicles).
