Chairman of the State Duma of the Federal Assembly of the Russian Federation begins an official visit to Vietnam

On the afternoon of September 28, Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin led a high-ranking Russian delegation to Hanoi to begin an official visit to Vietnam and co-chair the 4th meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of Russia from September 28-29, 2025, at the invitation of Chairman of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.

Welcoming the delegation at Noi Bai International Airport were: Vice Chairman of the National Assembly Vu Hong Thanh; Deputy Minister of Foreign Affairs Dang Hoang Giang; National Assembly member working full-time at the Committee for National Defense, Security and Foreign Affairs Pham Phu Binh and Ambassador of the Russian Federation to Vietnam Gennady Bezdetko.

Accompanying the Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin on his official visit to Vietnam were: Mr. Ivan Ivanovich Melnikov, First Deputy Chairman of the State Duma; Mr. Alexander Mikhailovich Babakov, Deputy Chairman of the State Duma; Mr. Alexey Gennadievich Nechayev, Leader of the State Duma “New People” political party bloc; Mr. Vladimir Vladimirovich Gutenev, Chairman of the State Duma Committee on Industry and Trade; Mr. Sergey Vladimirovich Kabyshev, Chairman of the State Duma Committee on Science and Higher Education; Ms. Olga Mikhailovna Kazakova, Chairman of the State Duma Committee on Culture; Mr. Vasily Ivanovich Piskarev, Chairman of the State Duma Committee on Security and Anti-Corruption; Mr. Sangadzhi Andreevich Tarbaev, Chairman of the State Duma Committee on Tourism and Development of Tourist Infrastructure; Mr. Maxim Anatolievich Topilin, Chairman of the State Duma Committee on Economic Policy; Mr. Nikolay Grigorievich Shulginov, Chairman of the State Duma Energy Committee; Mr. Gennady Stepanovich Bezdetko, Russian Ambassador to Vietnam.

Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin was born in 1964. He has a PhD in technical sciences and a PhD in law.
Mr. Vyacheslav Volodin has held the following positions: Deputy of the Saratov City Council (1990 - 1992); Deputy Chairman of the Saratov City Council (1992-1994); Deputy Chairman of the Saratov Region House of Representatives (1994-1996); Deputy of the State Duma of the Russian Federation (Lower House) of the 3rd term of the "Fatherland - All Russia" bloc (1999-2001); Leader of the "Fatherland - All Russia" bloc (2001 - 2003); Deputy Chairman of the State Duma of the Russian Federation of the 4th term (2003 - 2007), 5th term (2007 - 2010); Head of the Government Office, Deputy Prime Minister of the Russian Federation (2010-2011); First Deputy Head of the Office of the President of the Russian Federation (2011-2016).

From October 2016 to present, Mr. Vyacheslav Volodin is Chairman of the State Duma of the Russian Federation, Permanent Member of the Security Council of the Russian Federation.

Ahead of the visit of Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin to Vietnam and co-chairing the 4th Session of the Vietnam - Russia Inter-Parliamentary Cooperation Committee, sharing with the reporter of the Vietnam News Agency in the Russian Federation, Vietnamese Ambassador to the Russian Federation Dang Minh Khoi said that this visit of Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin to Vietnam is within the framework of cooperation between the National Assembly of the Vietnamese Federation and the National Assembly of the Russian Federation, taking place in the year when the two countries celebrate many important events in the Vietnam - Russia relationship as well as for each country such as the 75th anniversary of the establishment of Vietnam - Russia diplomatic relations, the 80th anniversary of Victory in the Great Patriotic War, and the 80th anniversary of Vietnam's National Day.

The visit aims to promote the implementation of major orientations to deepen the Comprehensive Strategic Partnership that were discussed and agreed upon by the two countries' senior leaders during President Vladimir Putin's State visit to Vietnam (June 2024) and General Secretary To Lam's official visit to Russia (May 2025). The two countries' National Assembly, as the highest legislative bodies, plays an important role in creating a legal corridor for bilateral cooperation as well as supervising the implementation of high-level agreements.

During the visit, Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin and Chairman of the National Assembly Tran Thanh Man will co-chair the 4th meeting of the Vietnam - Russia Inter-Parliamentary Cooperation Committee. This is the highest and first inter-parliamentary cooperation mechanism between the National Assembly of Vietnam and a foreign legislative body. At this meeting, the two sides will share experiences in legislative activities, perform the supervisory role of the two countries' parliaments in implementing cooperation as well as exchange solutions to guide the two governments to resolve specific difficulties and obstacles in bilateral cooperation in the current period, especially promoting the search for new driving forces, effectively exploiting potential fields such as science - technology, education - training that have not been fully utilized to achieve the goal of "renewing relations" and raising the level of cooperation. This is the 4th meeting of the Committee.
