President Luong Cuong said the Politburo has discussed and reached a high consensus on the policy that 100% of provincial and centrally-run city secretaries for the 2025-2030 term must not be local people.

On September 30, President Luong Cuong delivered a speech at the first Congress of the Phu Tho Provincial Party Committee for the 2025-2030 term.

The President highly appreciated and warmly congratulated the important and comprehensive achievements that the Party Committee, government, people, ethnic groups and armed forces of Phu Tho province have attained in the past term.

This is the result of the combined efforts of the entire Party Committee and people of Phu Tho province, in which the leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee and Provincial Party Secretary Dang Xuan Phong made very important contributions.

According to the President, the congress heard the announcement of the Politburo 's decision to assign and appoint members of the Provincial Party Executive Committee, the Standing Committee, the Secretary and Deputy Secretaries of the Provincial Party Committee, including the assignment of Mr. Dang Xuan Phong to hold the position of Secretary of the Ninh Binh Provincial Party Committee for the 2025-2030 term.

The President said that implementing the policy on personnel work for the 13th National Party Congress and in Directive 45 of the Politburo on Party congresses at all levels, leading up to the 14th National Party Congress, the Politburo discussed and highly agreed on the policy that 100% of provincial Party secretaries and city Party secretaries for the 2025-2030 term must not be local people.

According to the President, recently, the Politburo unanimously assigned National Assembly Secretary General Le Quang Tung to be Can Tho Party Secretary, Ninh Binh Provincial Party Secretary Truong Quoc Huy to be Phu Tho Provincial Party Secretary, Lao Cai Provincial Party Secretary to be Thai Nguyen Provincial Party Secretary and Thai Nguyen Provincial Party Secretary to be Lao Cai Provincial Party Secretary.

There will be a series of changes in the Party Secretaries of other provinces and cities so that by the 14th Party Congress, all provincial and city Party Secretaries will be non-locals.

On behalf of the Politburo, President Luong Cuong highly appreciated the Party spirit, discipline and important, positive contributions of Mr. Dang Xuan Phong.

Within nearly a year, while serving as Secretary of Lao Cai Provincial Party Committee, Mr. Phong was assigned to be Secretary of Vinh Phuc Provincial Party Committee.

After the province's merger, the Politburo assigned Mr. Phong to be the Secretary of the Phu Tho Provincial Party Committee and now, implementing the policy of 100% of the secretaries not being local people, the Politburo continued to transfer him to be the Secretary of the Ninh Binh Provincial Party Committee.

On this occasion, sending congratulations to the new Secretary of Phu Tho Provincial Party Committee Truong Quoc Huy and the new Secretary of Ninh Binh Provincial Party Committee, the President hopes that the two leaders will become the center of solidarity, promoting the collective intelligence of the Standing Committee, Provincial Party Committee, Party Committee, political system and the entire people, in order to successfully implement the goals, directions and tasks set out by the Provincial Party Congress.
