Chairman of Hanoi People's Committee directs response to super typhoon Ragasa

Accordingly, the Chairman of the City People's Committee requested: Directors, heads of city departments, branches, and sectors, Chairmen of People's Committees of wards and communes must not be negligent and subjective; focus on directing the implementation of prevention work, being ready to respond to super typhoon Ragasa and other types of natural disasters and incidents that may occur with the most drastic spirit, early, from afar, proactively taking response measures at the highest level, anticipating the worst scenario to ensure the safety of people's lives, limit damage to people's and State's property, not to be passive or surprised in any situation; direct the strengthening of on-duty work, monitoring, regularly synthesizing, reporting fully and promptly on weather, natural disasters, incidents and prevention, response and overcoming consequences to the City People's Committee (through the Office of the City Civil Defense Command); be responsible to the City People's Committee, Chairman of the City People's Committee for disaster prevention, control and search and rescue work according to the locality and field of responsibility.

Chairmen of People's Committees of wards and communes direct close monitoring of warning bulletins, forecasts and developments of weather and natural disasters to regularly notify and promptly guide people to proactively prevent, respond, overcome consequences and minimize damage caused by the impact of natural disasters and incidents.

Deploy shock forces to inspect and review key areas at risk of insecurity, residential areas along rivers and streams, low-lying areas at risk of flooding, flash floods, and landslides to proactively develop response and protection plans; review each household living in areas at risk of being affected and unsafe, promptly detect unusual and dangerous signs to proactively evacuate people to safe places; proactively develop plans to drain water to prevent flooding and protect production, industrial parks, urban areas, and residential areas. Pay special attention to areas frequently affected by natural disasters and floods, areas that have been affected and damaged by landslides and rock falls in the recent past in communes such as Tran Phu, Xuan Mai, Ba Vi, Suoi Hai, Yen Xuan, Quoc Oai, etc.

Direct the review and early implementation of measures and plans for natural disaster prevention and control and search and rescue, paying attention to proactively reinforcing to ensure the safety of houses, infrastructure works, dykes, irrigation works and natural disaster prevention and control, limiting damage to production, especially agricultural production; supporting people in harvesting.
Agricultural products are about to be harvested with the motto "green at home is better than old in the field" to limit damage caused by natural disasters. Prepare plans to ensure environmental hygiene, prevent and control epidemics when rain, floods and inundation occur in the area.

Director of the Department of Agriculture and Environment: Organize, direct, closely monitor and supervise weather and natural disaster situations to forecast, warn, and promptly inform authorities and people to proactively respond and minimize damage; direct the implementation of natural disaster prevention and control work according to assigned functions, tasks, and authority.

Direct and guide the Irrigation Development Investment LLCs: Nhue River, Day River, Hanoi ; Song Tich Irrigation LLC to be ready to coordinate with the People's Committees of wards and communes to review and proactively develop plans for operating buffer drainage works and plans for preventing flooding in the suburbs, ensuring the safety of dike and irrigation works in the city.

The Commander of the Hanoi Capital Command directed forces stationed in the area to be ready to coordinate with localities and relevant forces to deploy response work, overcome consequences of natural disasters and search and rescue according to regulations.

The Director of the Department of Construction directed the Hanoi Green Parks and Trees Company Limited, the Hanoi Drainage Company Limited, the Urban Lighting and Equipment Company Limited and related units to be ready to deploy plans to ensure safety, respond to rain, storms and other types of natural disasters and incidents that may occur; direct the review and deployment of plans to ensure traffic safety and traffic infrastructure works and construction works; proactively and promptly deploy remedial plans to ensure smooth traffic in the city.

The City Police Director directed the police of communes and wards to strengthen the work of ensuring security and order when natural disasters occur, be ready to deploy to support people in preventing, combating, responding to, overcoming the consequences of incidents and natural disasters, and search and rescue when situations arise in the area.

The Director of Hanoi Radio and Television Station; Editor-in-Chief of Hanoi Moi Newspaper, Economic and Urban Newspaper coordinate with relevant agencies to direct the strengthening of communication and information to raise awareness and skills in natural disaster prevention, control and search and rescue for people, especially types of natural disasters and incidents related to storms, heavy rains, floods, thunderstorms, lightning, landslides; update information, report promptly and accurately when there are natural disasters so that people know and proactively respond appropriately.

Other departments and branches, according to their assigned functions and tasks, shall proactively direct and organize the implementation of natural disaster prevention and control work in their assigned state management fields, promptly coordinate and support localities in responding and overcoming situations when they occur.
