Hanoi mobilizes all forces to overcome flooding

Due to the influence of storm No. 11, from 0:10 to 7:00 on October 7, heavy rain began to fall in large areas of Hanoi. The average total rainfall was 100mm-200mm, with many areas experiencing very heavy rainfall, causing flooding in many areas.

Heavy rains caused flooding in many areas. The average depth of flooding was 20-25cm, making traffic difficult.

Specifically, in the To Lich river basin, flooding occurred at Thuy Khue street (Chu Van An school - La Pho slope), Mac Thi Buoi street, Minh Khai street (Vinh Tuy bridge foot), Bui Xuong Trach street, Huynh Thuc Khang street (Nguyen Hong intersection - Huynh Thuc Khang lane 14), Thanh Cong apartment complex.

In the Nhue River basin, there are flooded areas: My Dinh-Thien Hien intersection, Le Duc Tho (My Dinh Stadium square), Phu Xa, Duong Dinh Nghe-Nam Trung Yen, Vo Chi Cong (in front of UDIC Building), Hoang Quoc Viet (Electricity University), Phan Van Truong (market gate-military barracks), Hoa Bang (lane 99), Tran Cung (gas station A38), Tran Binh (from Mai Dich Ward People's Committee to 19/8 Hospital), Do Duc Duc (road to Mieu Dam), Quan Nhan, Quang Trung (in front of Nguyen Hue High School), Quang Trung (opposite La Khe station), Yen Nghia (from Yen Nghia bus station to Ba La intersection), Pho Xom - opposite Hai Phat building, Le Loi-Tran Hung Dao (area around Ha Dong market), Quyet Thang Street, To Hieu (in front of tax office and HUD3 building), TT18 area, Phu La; Van Quan urban area (end of Nguyen Khuyen street, intersection with Nguyen Son Ha, Bach Thai Buoi); Tay Mo street, Xuan Phuong street.

In Long Bien basin, flooding occurred on Ngoc Lam and Duc Giang streets (from Duc Hoa market to lane 97), Dam Quang Trung streets (in front of and opposite Aeon Mall supermarket), Co Linh streets (in front of and opposite Long Bien Secondary School); Vu Xuan Thieu streets, Hoa Lam streets, Le Mat streets, lane 80 Hoa Lam, Nam Duong, Phu Vien.

On provincial and national roads, flooding appeared at the railway underpass on Thien Duc street; National Highway 3 (Huong Ninh village, Ma street section, Go Soi street section, Duoc Ha village gate, under Phu Lo bridge); National Highway 32 (Hoai Duc welcome gate section, opposite Ngoa Long street, Phu Dien station section), Van Tien Dung street (intersection of National Highway 32), Ngoc Truc street...

To drain water, Hanoi Drainage Company operates pumping stations Yen So, Dong Bong 1, Dong Bong 2, Co Nhue, Da Sy, Ha Tri, Mau Luong, Cau Buu... to lower the water level in the system. Deploy on-call work, solve drainage, and collect garbage at the intake in the management area; at the same time, coordinate with the Department of Agriculture and Environment to operate pumping stations Yen Nghia, Khe Tang, Dao Nguyen to lower the water level of Nhue River to support urban drainage.

According to the assessment of the Hanoi Department of Construction, due to the heavy rainfall over a large area exceeding the design capacity of the drainage system, and heavy rainfall over a long period of time, many areas were deeply flooded.

Drainage maintenance units have mobilized all human resources and equipment to be on standby to open the gas station, pump out drainage and guide traffic flow according to drainage plans and options.

Technical infrastructure maintenance units have proactively organized on-duty staff, promptly present at flooded areas and incident locations (trees, lighting) to take timely measures, and at the same time coordinate with functional forces to guide, direct traffic, and ensure traffic safety.

According to Deputy Director of Hanoi Department of Construction Nguyen The Cong, it is forecasted that on October 7, Hanoi will continue to have moderate rain, heavy rain, and in some places very heavy rain and thunderstorms.

The Department of Construction requests the Hanoi City Technical Infrastructure Management Center, technical infrastructure maintenance units, especially drainage maintenance units, to regularly update weather developments, increase the forces and means of drainage maintenance units to focus on sanitation and clearance to ensure clear flow, operate sluice gates and pumping stations to lower water levels across the entire system to proactively respond to the circulation of storm No. 11; and implement measures to handle flooding points as quickly as possible.
