Chairman of the Provincial People's Committee inspected the ash and slag treatment and consumption at Vinh Tan 2 Thermal Power Plant

This morning, September 5, Chairman of the Provincial People's Committee Doan Anh Dung inspected the progress of the construction of temporary works to handle and consume ash and slag at Vinh Tan 2 Thermal Power Plant. Accompanying him were leaders of relevant departments, branches and localities; representatives of Vinh Tan Thermal Power Company (CTNĐ) and Song Da Cao Cuong Joint Stock Company (SĐCC).

Reporting to the working delegation, Mr. Thien Thanh Son - Director of Vinh Tan 2 Thermal Power Plant (NMNĐ) said: To prepare for the groundbreaking of the temporary ash and slag separation line according to the instructions of the Provincial People's Committee, Vinh Tan Thermal Power Company has coordinated with Song Da Cao Cuong Company (SDCC) to approve the adjustment of the Port Upgrade Project, adding an ash and slag separation line; submitted and received approval from the Ministry of Natural Resources and Environment for the Environmental Impact Assessment Report, built a protective fence around the assigned land area, in which, the Company has set up 2 security posts at the entrance to ensure security and order...

In the coming time, the construction drawing design documents will be reviewed, a Safety Assessment Report on safety conditions will be provided to the Department of Construction; site leveling will be carried out, infrastructure will be built, electricity and water systems will be installed, and factory systems will be constructed to install machinery and technological lines. The site for assembling materials and equipment for the production line will be completed, and the installation of the ash and slag separation line is expected to start in September 2023.

In addition, the entire manufacturing and processing of the ash and slag separation line technology equipment will be completed and transported to the construction site in October 2023; the installation of the factory, machinery, and technological equipment will be completed in December 2023, and the plan for testing and operating the ash and slag separation line will be in the first quarter of 2024.

Regarding the situation of ash consumption and storage at the ash dump of Vinh Tan 2 Thermal Power Plant, implementing the responsibility of the owner of the emission facility in Directive No. 08 of the Prime Minister on promoting the treatment and use of ash, slag, gypsum from thermal power plants, chemicals, fertilizers as raw materials for the production of construction materials and in construction works as well as other related documents, Vinh Tan Thermal Power Plant has been vigorously promoting many synchronous solutions for ash consumption. The result is that the rate of ash and slag consumption has increased year by year.

After inspecting the site and listening to the report at the working session, Chairman of the Provincial People's Committee Doan Anh Dung highly appreciated the efforts of Vinh Tan 2 and 4 Thermal Power Plants in the context of many difficulties, but the factories have proactively found solutions to continuously produce electricity, ensuring national energy security. At the same time, the factories have well implemented social security policies, cared for the poor, and are one of the units with great contributions to the provincial budget. The Chairman of the Provincial People's Committee acknowledged that Vinh Tan Thermal Power Company has paid attention to investing in environmental protection such as upgrading, investing in automatic monitoring systems, mist spraying vehicles... all parameters are guaranteed; actively looking for investors to use ash and slag.

The Chairman of the Provincial People's Committee also shared the difficulties with Vinh Tan Thermal Power Plant in the issue of ash and slag treatment and consumption, and said that the slag dump is currently over 90% full, and in the dry season, lack of water and wind will lead to the risk of ash and slag dispersion, so factories need to strengthen the implementation of solutions to handle this situation. Emphasizing the tasks in the coming time, the Chairman of the Provincial People's Committee requested factories to continue to make efforts and try to ensure production and business. Pay special attention to environmental protection, regularly review the locations of stages with the risk of ash and slag dispersion to have immediate treatment measures; increase tree planting to contribute to environmental protection. In addition, factories periodically organize fire prevention and fighting combined with strengthening drills to handle environmental protection situations. The Chairman of the Provincial People's Committee also requested relevant agencies and units to strengthen coordination and supervision of environmental protection work of factories, while ensuring security and order during the entire operation process.
