On the morning of October 9, Secretary of the Provincial Party Committee Nguyen Ho Hai; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai; Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee Ho Thanh Thuy chaired the conference to summarize the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues to continue innovating and streamlining the political system apparatus to operate effectively and efficiently (Resolution No. 18-NQ/TW).

After 8 years of implementing, thoroughly grasping and organizing the implementation of Resolution No. 18-NQ/TW, the awareness of most Party committees, Party organizations, agencies, units and cadres, civil servants and public employees has changed positively. The organization of the political system has been streamlined, operating effectively and efficiently, associated with streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees; streamlining the payroll to meet the requirements according to the Central targets. The agencies, units and localities after the arrangement and merger operate in accordance with their functions and tasks, basically stably and smoothly.

The staff, civil servants and public employees from the province to the commune have initially adapted to the work process, promoting a sense of responsibility in performing tasks; quality and efficiency have been improved. The organization, arrangement, assignment and assignment of cadres, civil servants and public employees have basically been strict, objective, in accordance with procedures, regulations, publicity, transparency and timeliness. Up to now, the province has basically completed all leadership and management positions of Party, government, Fatherland Front and socio-political organizations at the provincial and commune levels.

The above results were achieved thanks to the close and comprehensive leadership and direction of the Provincial Party Committee, directly and regularly by the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee and Party committees at all levels; the drastic direction and management of the authorities at all levels, along with the efforts, proactiveness and high sense of responsibility of the entire political system. During the implementation process, the Provincial Party Committee Standing Committee has proactively researched and applied a number of good models and new ways of doing things, suitable to the practical situation of the locality and brought about practical results.

At the conference, delegates expressed their high consensus on the assessment of the implementation results of Resolution No. 18-NQ/TW. Through the assessment of the results achieved, the limitations, causes and lessons learned, delegates proposed solutions to continue improving the effectiveness and efficiency of the operations of agencies and units in the political system. In particular, it is necessary to increase the staffing and arrange appropriate human resources for agencies and units, especially at the commune level; increase investment, upgrade facilities, equipment and working conditions; improve the quality of consulting and directing the implementation of tasks of grassroots cadres.

On this occasion, the Provincial Party Standing Committee awarded Certificates of Merit to 04 collectives and 14 individuals; the Provincial People's Committee Chairman awarded Certificates of Merit to 29 collectives and 125 individuals with outstanding achievements in the arrangement of local governments at 02 levels in the province.
