Chairman of the Provincial People's Committee Le Thanh Do worked with the French Development Agency (AFD) in Vietnam

The project "Multi-disaster management of Nam Rom river basin to protect people's lives, adapt to climate change and develop socio -economy" in Dien Bien province has implemented construction of 5/7 packages; package 1 currently has no construction site, dredging package 7 will be implemented after the embankment is built. The total disbursement value of the capital plan in 2024 is over 46 billion VND, reaching 33.7% of the assigned capital plan. Dien Bien province is strongly directing construction units to focus human resources and materials to implement construction immediately at locations where compensation and site clearance have been completed, ensuring the disbursement of all assigned capital plans.

The project "Integrated management of water resources to serve people's livelihood, adapt to climate change and develop the economy - society of Tuan Giao district" aims to overcome drought, prevent erosion and flooding; respond to and adapt to climate change in Tuan Giao district in particular and Dien Bien province in general. Ensure domestic water supply for 35,000 people and 21,000 hectares of agricultural land... Tuan Giao District People's Committee has organized the preparation of a project proposal: "Integrated management of water resources to serve people's livelihood, adapt to climate change and develop the economy - society of Tuan Giao district, Dien Bien province" using loan capital from the French Development Agency and has been approved by the Prime Minister in Decision No. 836/QD-TTg dated August 15, 2024.

At the working session, the AFD delegation discussed with the leaders of the Provincial People's Committee a number of contents: For the project "Multi-disaster management of Nam Rom river basin", it is necessary to continue to ensure construction according to the set schedule; Dien Bien province resolutely directed to accelerate the progress of compensation and site clearance of the project; organized workshops, deployed installation of tools and trained staff to use the early warning system on risks and natural disasters. For "Integrated management of water resources to serve people's lives, adapt to climate change and socio-economic development of Tuan Giao district, Dien Bien province", it is necessary to pay attention to environmental and social issues; AFD highly appreciated the efforts of Tuan Giao district in building the project's investment preparation dossier. At the conference, the two sides also agreed on the location and coordinates for installing information boards and signboards in the Dien Bien Phu Historical Tour; Locations for installing stone tables and navigation boards, ceramic markers to guide people and tourists at points...

At the meeting, Chairman of the Provincial People's Committee Le Thanh Do proposed to extend the implementation period of the project "Multi-disaster management of Nam Rom river basin" to 2026 and add the lighting item for bridge A1. Regarding "Integrated management of water resources to serve people's lives, adapt to climate change and develop the socio-economic development of Tuan Giao district, Dien Bien province", AFD was requested to coordinate with the province to complete relevant procedures and implement the project by June 2025. Dien Bien province agreed with AFD to organize an early warning workshop on risks and natural disasters; receive opinions on management, operation and maintenance of the lighting system of Muong Thanh bridge. Increase the number of ceramic markers for people and tourists at historical sites to about 200 to attract tourists.
