At the meeting, citizens Dao Van Phan and Doan Ngoc Anh, both residing in Minh Xuan ward; citizen Hoang Dinh Thu, Yen Son commune, made a request: During the implementation of the Tuyen Quang Hydropower Resettlement Project, citizens were allocated residential land and stable production land at their new residence, but the allocated land area was not enough according to the Government's regulations. At the same time, they requested the province to clarify the remaining land fund in some localities in the province but the province and district did not previously allocate more to ensure enough area for households but assigned it to businesses and individuals to implement the projects. The citizens also proposed that the province support the issuance of Land Use Right Certificates for resettled households in Lang Quan village, Yen Son commune.

3 citizens: Ma Thanh Hy and Ha The He, both residing in My Lam ward; Pham Cong Danh, An Tuong ward, proposed: The remaining land fund at some resettlement sites of the Tuyen Quang Hydropower Project should not be allocated to households that are still in need but should wait for the auction of land use rights. At the same time, they hope that the province will consider finding enough land fund to provide for households, not support in cash, because there is not enough funding for households to buy land elsewhere; the construction of cemeteries and landfills in resettlement areas has been included in the Project but has not been implemented yet.

At the meeting, representatives of specialized sectors and the Tuyen Quang Hydropower Migration and Resettlement Board answered and clarified the implementation process and results of the migration and resettlement policies for the Tuyen Quang Hydropower Project. Some contents of the petition of citizens outside the policy related to the Tuyen Quang Hydropower Migration and Resettlement Project were assigned by the Provincial People's Committee to all levels and sectors to inspect, verify and clarify.

Concluding the meeting with citizens, Chairman of the Provincial People's Committee Phan Huy Ngoc informed that the Tuyen Quang Hydropower Project has been implemented and has made positive contributions to socio -economic development, flood regulation, and natural disaster damage reduction for the downstream area. The project implementation process has basically received consensus from the people; the Party Committee, the old Tuyen Quang province government and all levels and sectors have made efforts and actively resolved policies for the people.
The Chairman of the Provincial People's Committee shared the impacts and disruptions to citizens' lives when the Tuyen Quang Hydropower Project was implemented, affecting over 4,000 households in 5 old districts of Tuyen Quang province.

Regarding the citizens' petitions, the Chairman of the Provincial People's Committee assigned the Tuyen Quang Hydropower Migration and Resettlement Board to report on the policy contents that have been implemented according to regulations for households and the contents that have not been implemented, the reasons for the existence and problems to specifically answer the households; the Provincial Inspectorate shall check and consider new opinions, arising and unanswered issues, and clarify the results of handling citizens' petitions in the past; the functional branches and Yen Son commune shall carry out the procedures to adjust the planning to grant Land Use Right Certificates to households in the resettlement area in Lang Quan 21 village, Yen Son commune; the branches and localities shall continue to review the land fund in the area, propose plans to grant additional land area to households if qualified; at the same time, hope that citizens will share and receive financial support when the land fund of localities is not enough to grant to households...
