At the program "For 1 million Vietnamese families" held in Ho Chi Minh City on November 17, Mr. Ha Quang Hung - Deputy Director of the Department of Housing and Real Estate Market Management ( Ministry of Construction ) - said that the social housing policy for low-income people is indirectly supported by the state through investors and directly for buyers.

According to Mr. Hung, current social housing development policies have removed bottlenecks compared to the past, such as expanding the beneficiaries and loosening conditions on residence and income.

In particular, Mr. Hung said that the old law had stricter regulations, in order for a person to benefit from the social housing policy, there were conditions on residence (if you want to buy somewhere, you must reside in that locality - PV), conditions on housing - that is, not having a house or having a house under 10m² (the new law raised it to 15m²) and conditions on income - that is, under 15 million VND/month for single people or under 30 million VND/month for households.

Mr. Hung said that for those who need to rent social housing, the conditions are much more open, as they only need a certificate confirming that they are one of the 11 subjects eligible for the policy.

For example, students who need to rent social housing only need a student card or a university certificate to automatically qualify to rent social housing.

In the case of buying and renting social housing, those in need need to meet the housing and income requirements as mentioned above. However, housing conditions are confirmed by the land registration office, while income conditions are confirmed by the agency or unit paying the salary.

As for the case of freelance workers without a labor contract, Mr. Hung said that the current regulations are assigned to the People's Committees of wards and communes as the certifying agencies.

Regarding social housing rental prices, Mr. Hung said that Hanoi and Ho Chi Minh City are currently building a fairly high ceiling for social housing rentals, with a threshold of 100,000 VND/m²/month in Ho Chi Minh City. However, this is the ceiling price, so Mr. Hung said that the actual rental price will be negotiated by the tenant and the landlord. If the rental price is too high, it will be difficult to find tenants.

Regarding the development of social housing projects so far, Mr. Hung said that the whole country has developed social housing projects with 42,000 units, granted investment licenses to build 132 projects with 120,000 units, and 410 projects have approved investment policies for projects with 410,000 units.

Mr. Hung hopes that after laws related to the real estate sector and obstacles in social housing development are resolved, supply will increase.

Meanwhile, Dr. Truong Anh Tuan - Chairman of the Board of Directors of Hoang Quan Group - said that there are 3 factors for people to buy social housing, including policy mechanisms, capital sources and monthly savings.

According to Mr. Tuan, social housing has never been supported by the state as well as it is now when the price of social housing is only 20% of the price of commercial housing while buyers can borrow at a preferential interest rate of 6.6%/year.

Mr. Nguyen Van Dinh - Vice President of Vietnam Real Estate Association - said that currently, procedures for investing in social housing have been drastically reduced. Besides removing barriers for investors, commercial banks have also joined in with a preferential credit package of 120,000 billion VND.

According to Mr. Dinh, in the long term, the state still has to play a leading role in developing social housing, from allocating land funds, loan sources to simplifying procedures for buyers. At that time, businesses are just "contractors" hired to develop this type of housing.

There is something wrong, there is a big gap between the target of developing 1 million social housing units and the policies being implemented. Let's look at the numbers: less than 1% (640 billion VND) has been disbursed from the 120,000 billion VND package after more than a year of implementation.
