Not yet granted an environmental license, a completed project cannot be handed over and put into use.

The reason for not being granted an environmental license is the lack of a decision to reclaim land and the area for building a treatment plant.

According to the investor, this content was previously (in 2011) implemented by the old investor ( Quang Nam Water Supply and Drainage Company) signed a contract with the Nui Thanh District Land Fund Development Center. By the time of transferring the investor, the procedures related to compensation, site clearance, and resettlement had been completed by the parties. Compensation costs had been fully paid to groups and individuals in accordance with the compensation and site clearance plan approved by the People's Committee of Nui Thanh District.

The construction has been completed, the boundary wall is stable, there are no disputes or lawsuits related to compensation and site clearance.

This is a civil project, the Provincial Construction Investment Project Management Board has requested the Provincial People's Committee and the Department of Natural Resources and Environment to consider and agree to issue an environmental license for the investor to hand over, put the project into use and make final payment. The issuance of the land reclamation decision will be carried out in parallel.

The Nui Thanh urban area wastewater drainage and environmental sanitation project has a total investment of more than 307.6 billion VND (ODA capital of 228.3 billion VND and counterpart capital of 79.3 billion VND). The project builds a wastewater treatment plant with a capacity of 5,000 m3/day and night, with a wastewater collection pipeline system of more than 17.7 km and solid waste collection equipment. Currently, the project is carrying out procedures for trial operation, handover for use and settlement of investment capital.

The project was approved, adjusted and supplemented by the Provincial People's Committee on March 18, 2016 and transferred from Quang Nam Water Supply and Drainage Company to the Provincial Construction Investment Project Management Board from April 2, 2018. The project signed an agreement on December 18, 2009, ending the agreement on December 31, 2021, but the agreement was extended to December 31, 2023.
