The Ministry said that, implementing Resolution No. 71 of the Politburo on breakthroughs in education and training development, the Ministry of Education and Training was assigned to develop two major projects: the Project to rearrange and reorganize the system of higher education institutions and the Project to transfer a number of higher education institutions to local management, to be submitted to the Prime Minister for consideration in 2026.
In addition, in Resolution No. 03, the Government also assigned the Ministry of Education and Training to preside over the development of a project to transfer multi-disciplinary and multi-field university training institutions to the Ministry for management.

Based on the content of the meeting on September 25 chaired by Deputy Prime Minister Le Thanh Long with relevant ministries and branches, the Ministry of Education and Training is drafting a plan to organize the implementation of tasks to report to the Government and Prime Minister for consideration and decision.
In particular, the Ministry plans to propose to unify the content of the project to arrange and reorganize the university education system into the project to transfer a number of university education institutions to local management to ensure the overall arrangement and streamlining of the system into a unified project to be submitted to the Prime Minister for consideration. Therefore, the arrangement of universities and vocational education institutions under the Ministry of Education and Training cannot be implemented yet.
Regarding the arrangement of vocational education facilities and continuing education facilities, the Ministry of Education and Training said that through reviewing the actual assessment, there were some difficulties in the implementation.
Firstly, at present there is no legal basis to implement the policy of merging vocational education centers and continuing education centers into vocational secondary schools equivalent to high school level.
Therefore, the Ministry proposed the steering committee to only review and streamline the centers according to inter-ward and commune areas; the organization of these centers into vocational high schools or merging them into intermediate schools and vocational colleges will be implemented after the vocational high school model in the revised Law on Vocational Education is approved.
Regarding the orientation that each province and city should have no more than 3 vocational schools, the Ministry said that the Law on Education and the Law on Vocational Education do not stipulate the concept of vocational schools. Orientation to arrange and streamline schools is necessary.
However, it is necessary to clarify that this is an orientation for public schools, and at the same time propose that the steering committee consider the characteristics of provinces and cities with large labor force, and many public colleges and intermediate schools.
