
Promote the rapid and strong development of educational institutions
At the National Assembly 's Group discussion session on three draft laws on education, including the Law on amending and supplementing a number of articles of the Law on Education, the draft Law on Higher Education (amended) and the draft Law on Vocational Education (amended), Minister Nguyen Kim Son acknowledged and highly appreciated the contributions of National Assembly deputies, and at the same time clarified a number of key issues in the process of building and perfecting the draft laws.
The Minister of Education and Training emphasized that the process of amending and supplementing the three laws is not only a step to institutionalize the new spirit of Resolution 71, but at the same time continues to implement Resolution 29 on fundamental and comprehensive innovation of education and training.
This amendment to the law is both a continuation and an innovation, not completely replacing the major policies established in Conclusion 91 of the Politburo and other guiding documents of the Central Government and the Government.
The Minister said that the important goal of amending the laws is not only to remove bottlenecks and overcome limitations, but also to create and pave the way for the development of the education sector in the new period.
The guiding spirit throughout is to promote the rapid and strong development of educational institutions, especially higher education and vocational education; at the same time, strengthen the State's guiding role in the public system and encourage contributions from the non-public sector.

Discussing a number of specific issues of interest to delegates, Minister Nguyen Kim Son said the Drafting Committee will study, carefully consider and be receptive to proposals on regulations on the positions and regimes of resident doctors, specialist doctors I and specialist doctors II.
He affirmed that this is a force with high professional qualifications, which needs to be honored and treated appropriately, but determining the position in the national qualification framework needs to be carefully considered, ensuring harmony between professional characteristics and legal regulations.
Need to grant special mechanisms to national universities and regional universities
Regarding the national university and regional university models, the Minister said that these are the locomotives of the higher education system and need to be given special mechanisms for strong development, similar to the promulgation of the Capital Law for Hanoi or some other localities with outstanding development policies. Maintaining the regional university model is appropriate, has political and practical basis, and has been affirmed in the resolutions of the Central Committee and the Politburo.
Regarding the transitional provisions and the management mechanism of the principal and director of regional universities, the Minister clarified: The regulation allowing the head of an educational institution to continue operating for a short period of time when the school board has not been completed is necessary to ensure uninterrupted operations.

Regarding the contents of science, technology and innovation activities, the Minister said that the Ministry of Education and Training will review to ensure consistency with the Law on Science and Technology, creating the most favorable conditions for educational institutions and scientists.
The Minister also discussed the organization of the Science and Training Council at educational institutions, emphasizing the need to expand the number of participants, especially businesses, employers and alumni - the subjects directly involved in research, training and application of scientific results. The appointment of vice-principals by the principal will be considered to ensure consistency and unity in the system.
Regarding the issue of textbooks, Minister Nguyen Kim Son said that the ministry is developing a comprehensive project, expected to submit it to the General Secretary for comments and the Prime Minister for approval in November, ensuring a feasible and synchronous plan for the upcoming period.
Regarding the organization of the School Council and the position of Party Secretary, the Minister informed: The Politburo and the General Secretary have assigned the Ministry of Education and Training to coordinate with the Central Organizing Committee to develop a project so that when the law comes into effect, the new apparatus can operate smoothly, without creating gaps in leadership and management.
The Minister also noted the universalization of preschool education for 3-4 year old children, saying that including this content in the draft law is to legalize the policy that has been implemented, in accordance with international practices.
