On the afternoon of May 30, the National Assembly discussed in groups the draft Resolution on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly or People's Council.

Giving his opinion in the discussion group, delegate Do Ngoc Thinh (Khanh Hoa delegation) mentioned the basis for assessing the level of confidence in the draft resolution, which stipulates: "The person who is voted for a vote of confidence must honestly report on the results of performing assigned tasks and powers, political qualities, lifestyle, declare assets, personal income, limitations, shortcomings, directions for overcoming and explain the contents requested by delegates and People's Council delegates, if any."
"With these requirements, I wonder if all delegates and People's Council delegates are qualified to fully understand the subjects of the vote of confidence?", Mr. Thinh wondered, thinking that very few people are qualified to fully understand the subjects of the vote of confidence. Therefore, it is easy to evaluate and express opinions that are not complete and comprehensive.
Khanh Hoa province delegates proposed that the draft be revised in the direction that all those who are voted for confidence must report basic contents in performing their functions and duties, and should not be burdened with "long-winded" reports.
Referring to the issue of asset declaration, the delegate of Khanh Hoa province stated his own observations that in reality, the income of officials and leaders has not been controlled up to now, so the requirement for declaration is often difficult to verify.
“There are people who are both good managers and good economists and they have a lot of assets. Forcing people to declare all their assets is not always an accurate assessment and can easily lead to misunderstandings: are you corrupt?”, Mr. Thinh wondered.
Therefore, delegate Do Ngoc Thinh said that it is necessary to calculate and review the criteria and bases for proposals to ensure that officials are confident in declaring appropriately and that anything sensitive does not need to be included.
The most important thing is that the cadre is performing his/her duties and responsibilities and the National Assembly and People's Council delegates see that he/she is doing well, and if he/she is not doing well, they should honestly evaluate him/her.
“I also voted in the XIV term last term, but it seems that there were almost no people with low confidence votes. So, evaluating like this takes a lot of effort. I suggest that we do it effectively, with changes, creating a new atmosphere, new consensus, motivating the team, and not letting current cadres avoid work,” Mr. Thinh emphasized.
"Asset declaration has become routine, there is nothing difficult"
Sharing from the perspective of the drafting agency, Deputy Head of the Delegation Affairs Committee Nguyen Tuan Anh also acknowledged that it is true that no one has the conditions to fully understand the information of those who are voted for, and that is the case for every term.

However, he also made it clear that the purpose of amending the regulations this time is to concretize Regulation 96 of the Politburo, creating consistency between the resolutions of the National Assembly and unification between the regulations.
According to Mr. Nguyen Tuan Anh, the draft also includes an appendix with instructions on the reports that the person taking the vote of confidence must have for delegates to refer to when giving their opinions.
Regarding asset declaration, Mr. Nguyen Tuan Anh said that officials must comply with Decree 130 of the Government and require declarants to be honest.
“In reality, many people declare everything completely, no problem at all. There are people who declare dozens of real estates, and their annual income can reach billions because they are professors, doctors sitting in councils, doing a lot of research topics, so their income is high, no problem at all,” Mr. Nguyen Tuan Anh stated the reality.
As for dishonest declarations, there will be appraisals, inspections, supervisions, etc., and according to current regulations, lots will be drawn to declare assets. Now there are many institutions so that it is impossible and unnecessary to lie during the declaration process. If you do not declare, you will have problems later.
“After each appointment, promotion, transfer, and election, assets must be declared. Therefore, asset declaration has become routine and there is no difficulty,” affirmed delegate Nguyen Tuan Anh.
