Socialized investment
The 26th session of the 10th Provincial People's Council (September 26, 2024) approved the adjustment of the investment policy and the suspension of the project "Dredging the channel to Ky Ha port (phase 2)", ending the comments on the limitations and shortcomings in implementing this project with an investment capital of 199.5 billion VND.
The above-mentioned timely decision also helps to end the investment project using budget capital, have enough time to complete the settlement documents, and hand over control to the Maritime Administration ( Ministry of Transport ) to be able to consider and promote socialized investment in the remaining part of the project.
On December 11, 2024, the Ministry of Transport approved the policy of dredging the Ky Ha waterway as proposed by Truong Hai. The Ministry of Transport's official dispatch signed by Deputy Minister Nguyen Xuan Sang requested Truong Hai to carry out dredging within the scope and standards of the approved waterway.
Do not take advantage of dredging to recover and reclaim dredged products; carry out on schedule and with quality, without causing negative impacts on security, safety, and the landscape environment.
Truong Hai is solely responsible for the investment efficiency and investment costs. It does not require the State to reimburse costs. After the project is completed, Truong Hai will hand over the project to the Vietnam Maritime Administration for management and exploitation according to regulations. It does not request the Ministry of Transport to allocate funds for dredging and maintaining the shipping channel.
According to the Provincial People's Committee, the government has allowed Truong Hai to adjust the investment in dredging the channel into Ky Ha port, meeting the cargo transportation needs of fully loaded 150,000-ton ships, and 20,000-ton ships and larger, reducing the load on the waterway to Ky Ha and Tam Hiep wharf areas of Ky Ha port.
Adjust the total length of the entire 11km channel: Add dredging the channel bottom to 110m wide, channel bottom elevation -10m on the nautical chart and dredge the channel bottom section from wharf No. 3 to Tam Hiep wharf, 6.2km long, 100m wide, channel bottom elevation adjusted from -10.7m to -10m on the nautical chart.
Vice Chairman of the Provincial People's Committee Ho Quang Buu said that he has requested the Management Board of Economic Zones and Industrial Parks (EZ&IP) to preside over and coordinate with the Vietnam Maritime Administration, relevant departments, branches, localities and units to actively support, guide, inspect and supervise Truong Hai in implementing investment procedures.
Mr. Le Van Sinh - Chairman of Nui Thanh District People's Committee said that the locality will be responsible for presiding over and coordinating with relevant agencies and units to urgently and resolutely direct and carry out the relocation and site clearance for households illegally encroaching on the maritime route to ensure maritime safety, security stability, and ensure the site for Truong Hai to carry out dredging of the route to ensure progress, promote investment efficiency, and promote socio-economic development of Quang Nam .
Expanding trade routes
Truong Hai has been allowed to carry out the project. However, many people are surprised to think that this enterprise spends its own money to dredge the channel into the port, and when completed, it will hand it over to the Maritime Administration for management and exploitation. What does Truong Hai get from this?
According to Vice Chairman of the Provincial People's Committee Ho Quang Buu, THILOGI (under Truong Hai) has enough sources of goods and many partners for the company's logistics activities. However, the current port channel is too shallow. Without a channel, large ships cannot enter, and the company will lose orders with partners. Public investment requires long procedures. Truong Hai decided to spend money on dredging to proactively sign contracts, creating favorable conditions for the company's business, and cannot lose the opportunity to connect and trade.
According to investment data and operational progress of Quang Nam seaport, since the SITC ship from Inchon port (Korea) arrived at Tam Hiep port No. 1 on August 5, 2016, Chu Lai - Truong Hai port officially joined the "international port" for direct export in Quang Nam.
Truong Hai has spent thousands of billions of dong to build one of the most dynamic ports in the Central region. At least 4 international shipping lines call at the port every week to load and unload cargo.
In addition to the "backbone" of finished cars, components, machinery, equipment and agricultural products of THACO itself, other items such as agricultural supplies serving farms in Cambodia, Laos, the Central Highlands... imported from Chu Lai port will be transported back to the farms and receive fruits from the farms.
According to statistics from the Department of Finance, only calculating import-export tax revenue in 2024 is about 4,300 billion VND (reaching 122.8% of the estimate), Truong Hai accounts for more than 80% of this revenue (3,440 billion VND).
Truong Hai has successfully built a logistics center or container port, capable of transporting goods and international import and export in large volumes.
Chu Lai - Truong Hai Port Corporation (THILOGI) operates and transports for more than 50 regular customers and 40 strategic customers through major shipping lines in the world such as CMA CGM, APL, ZIM, SICT, COSCO..., opening direct shipping routes from Chu Lai port to major ports in China, Korea, Japan, India. But it still "failed" when the channel was not deep and wide enough to receive 50,000-ton ships to dock and load cargo.
Quang Nam lost a media opportunity for Quang Nam seaport through the major event of exporting semi-trailers to the US when it was forced to borrow Dung Quat port.
The competition for seaport development is fierce among the provinces and cities of the Central Key Economic Zone. Economic zones (IPs) often have sources of goods to Europe and America. The advantage of Quang Nam seaport is rare for any port. Once the components arrive at Chu Lai, the containers will be exported back, and now the businesses and IPs will take advantage of these empty containers to export goods, the cost will be reduced, much cheaper.
Truong Hai's proposal to spend money to carry out this dredging project, and its commitment not to ask the State to refund the money, is an important choice, deciding on the initiative to "save oneself" from competition in the marketplace, entering the trade highway, and connecting international transport.
Deputy Minister of Transport Nguyen Xuan Sang assessed that the planning of seaport investment and dredging the channel to Chu Lai port is a breakthrough for Quang Nam. Opening the gateway to the East Sea will be a new lifeline for seaports and the local economy.
Vice Chairman of the Provincial People's Committee Ho Quang Buu said it was difficult to calculate, but there would be many benefits when investing money. Certainly, this decision of Truong Hai will create a difference, bring convenience to businesses, and opportunities to expand trade in the increasingly fierce competition between seaports in the Central region.
