Hanoi police announced plans to abolish district-level police.

(NLDO) - Plan 270 of Hanoi City Police has outlined the overall work that needs to be done revolving around 3 issues: "work - people - finance, property".

On February 11, the Hanoi City Police Party Committee held a conference to disseminate and implement Plan No. 282-KH/DUCA dated January 25, 2025 of the Central Police Party Committee on implementing the Conclusion of the Central Executive Committee and the Politburo on continuing to arrange and streamline the local police apparatus to operate effectively and efficiently to meet the requirements of tasks in the new situation.

Lieutenant General Nguyen Hai Trung, Director of Hanoi Police Department, chaired the Conference. The Conference was also connected online to 44 points under the City Police Department.

According to the Hanoi City Police, with the exemplary and pioneering spirit of the entire Capital Police force in implementing the major policies of the Party, the State, and the Central Public Security Party Committee, from the beginning of January 2025, the Standing Committee of the Party Committee and the leaders of the City Police have directed the Personnel Organization Department and functional Departments to proactively research and draft implementation plans, ensuring that they can be deployed as soon as the Ministry of Public Security issues the Plan.

In the spirit of urgency "running and lining up at the same time", immediately after the Central Public Security Party Committee issued Plan No. 282-KH/DUCA, the Hanoi City Public Security Party Committee issued Plan No. 270, dated January 31, 2025, for implementation.

According to Hanoi Police, Plan No. 270 of Hanoi Police has determined specific tasks for Party committees and organizations, especially the roles and responsibilities of the Chief, unit heads, and Party committee members of each unit; ensuring high unity of the Capital Police force in both will and action. Plan 270 has defined the overall tasks that need to be performed around the 3 issues of "work - people - finance, assets" in 3 stages:

Phase 1: Review, count, and compile statistics on work, records, staff, finances, and assets of district-level police.

Phase 2: Receive work, staff (people), finance, and assets from the District Police to the Departments according to their functions and tasks.

Phase 3: Transfer of work, staff (people), finance, and assets between the Departments and the Commune-level Police according to new functions, tasks, organizational structure, assignment, and decentralization.

"Up to now, the units have basically completed the assigned tasks in phase 1 of Plan 270" - Hanoi City Police informed.

Identifying the process of perfecting the organizational apparatus associated with the arrangement of cadres is an important, complicated and sensitive task. Therefore, in the implementation process, the Party Committee and the Board of Directors of the Hanoi City Police have directed the units to do a good job of propaganda and political and ideological education, thereby creating a high consensus and unity in awareness and action throughout the Hanoi City Police.

Directing at the Conference, Lieutenant General Nguyen Hai Trung requested the implementation of the organization and operation of the Hanoi City Police according to the new model to ensure speed, compactness, connectivity, and synchronization in functions, tasks, assignment, decentralization, force arrangement, party work, staff arrangement plan, financial work, assets, and records.

Ensure that the new organizational apparatus can operate immediately, without interruption, without leaving any area vacant, without missing or missing any cases or subjects; without causing any loss or misplacement; ensuring the intact state and integrity of finances, assets, means, equipment, weapons, support tools, records, professional and technical documents; without causing any complicated problems. At the same time, it is necessary to ensure that security and order in the city are better.

The Director of Hanoi City Police also directed functional units to best implement the regime and policies for officers and soldiers who are impacted and affected; promptly and thoroughly resolve according to regulations the legitimate thoughts and aspirations of officers and soldiers, in accordance with the policies of the Ministry of Public Security and Hanoi City Police; and resolutely handle the abuse of this policy for negativity and corruption.
