Announcing the results of the DDCI Index 2023

On the afternoon of October 27, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a conference to announce the results of implementing the Department, Branch, District and City Competitiveness Index (DDCI) in 2023 on the digital technology platform. Comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Council and People's Committee, leaders of departments, branches, districts and cities and representatives of a number of enterprises attended the conference.

Delegates listened to the leaders of the Provincial Business Association report on the results of implementing the DDCI Index survey in 2023 on a digital technology platform; the consulting unit reported on the analysis and evaluation of DDCI component indexes, and announced the DDCI rankings in 2023 for departments, branches, districts and cities.

The DDCI 2023 ranking is based on the scores of 1,422 enterprises, cooperatives, and production and business households in the province that have administrative transactions with 21 departments, branches, and 8 districts and cities. As a result, for the local block: Thai Binh city continues to maintain its lead in the ranking with a total score of 83.99 points; second is Kien Xuong district with 75.67 points; followed by Hung Ha district with 70.35 points; bottom of the table is Dong Hung district with 27.16 points. Block of departments, branches and sectors: Department of Construction rose to the top of the ranking with a total score of 79.40 points; second is Department of Labor - Invalids and Social Affairs with 76.72 points; followed by Provincial Police with 76.67 points; bottom of the table is Department of Education and Training with 29.30 points.

Speaking at the conference, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee affirmed that the DDCI Index in 2023 is implemented on a digital technology platform to ensure transparency, objectivity, honesty, and closely reflect the economic management capacity of departments, branches, districts, and cities from the perspective and feelings of businesses. The province organizing the DDCI survey on a digital technology platform also helps businesses raise awareness and promote the application of digital transformation in investment, production, and business activities.

From the announced ranking results, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee commended the departments, branches, districts and cities in the top group, especially the localities and units that have improved compared to 2022; at the same time, he hoped that these localities and units would not be complacent, but must continue to compete, reform, and improve their management and operational capacity so that the province's investment and business environment will become better and more attractive.

Concerned about the localities and units at the bottom of the rankings and having a large difference in scores with the leading group, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee said that the slow improvement of the DDCI ranking means affecting the province's investment and business environment improvement activities. Departments, branches and localities at the bottom of the rankings need to seriously consider and evaluate the current situation, find out the causes of limitations, propose solutions and be determined and resolute to improve the scores of low-scoring component indicators. The DDCI results will be considered by the Provincial People's Committee as one of the criteria to evaluate the emulation and task completion level of each locality and unit.

Appreciating the participation of the Provincial Business Association in implementing the DDCI Index survey in 2023, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee suggested that immediately after this conference, the Association coordinate with departments, branches and localities to focus on analyzing and proposing solutions to overcome shortcomings and limit impacts on the investment and business environment; continue to advise and recommend to the Provincial People's Committee solutions to improve the investment and business environment, promptly grasp and remove difficulties for business development; preside over and maintain the implementation of the DDCI Index survey in 2024 and the following years to continuously improve the provincial competitiveness - PCI and the competitiveness of departments, branches and localities, contributing to attracting more investment resources for the province's development.
