Announcing emergency situation of landslide on the right bank of Da and right bank of Hong dike

Kinhtedothi - The Hanoi People's Committee issued Decision No. 6443/QD-UBND dated December 16, 2024 on declaring an emergency situation of landslides on the right bank of Da and right bank of Hong dykes in Ba Vi district and issuing an order to urgently build works to prevent landslides on the right bank of Da and Hong dykes.

The landslide location of the dike slope downstream of the right dike of Da is from K7+850 to K8+080 of Tong Bat commune with a length of about 230m. The landslide location of the right dike slope downstream of Hong is from K6+700 to K6+920 of Co Do commune with a length of about 220m.

Landslides pose a risk of insecurity on the right bank of the Da dike in Tong Bat and Co Do communes, Ba Vi district; directly affecting the safety of people and vehicles participating in traffic in the area where the dike slope landslide occurred.

Regarding urgent measures that need to be applied immediately: The City People's Committee assigned the Ba Vi District People's Committee to preside over and coordinate with the Department of Irrigation and Natural Disaster Prevention and Control to maintain warnings and implement measures to ensure safety for people and vehicles participating in traffic on the dike route in the landslide area.

Along with that, continue to organize the first hour handling according to the 4-on-the-spot principle, implement appropriate reinforcement measures to minimize the development of landslides, clear drainage ditches, and take measures to prevent rainwater from flowing into cracks and subsidence. Coordinate with construction management units to strengthen inspections and regularly monitor the progress of incidents. In case of detecting potential risks to the safety of the dike, immediately report to the City's Steering Committee for Natural Disaster Prevention, Control and Search and Rescue.

Assign the Department of Agriculture and Rural Development to immediately delineate the area at risk of landslides, regularly update and report on the situation of landslides and the progress of incident handling. Actively coordinate with the People's Committee of Ba Vi district in closely monitoring the development of landslides, organizing the first hour of handling according to the 4-on-the-spot principle; implement appropriate reinforcement measures to minimize the development of landslides; widely announce the above emergency situation.

The media should inform and warn about the above emergency situation so that people know and proactively prevent it.

In this Decision, the City People's Committee issued an Order to construct the project "Urgent handling and overcoming the landslide situation on the right Da and right Hong dikes in Ba Vi district" in Tong Bat commune, Co Do commune, Ba Vi district.

Preliminary scale, tasks, and requirements for the project: Handling of dike slope erosion with a total treatment length of about 450m at the following locations: downstream of Da right dike from K7+850 to K8+080, downstream of Hong right dike slope from K6+700 to K6+920.

Estimated investment cost is 18 billion VND, capital sourced from the City Budget. Construction time is to be completed before May 30, 2025. Project completion in 2025.
