Accordingly, the Hanoi People's Committee assigned the Department of Construction to direct units to maintain and repair the drainage system in the city to mobilize 100% of personnel, machinery, equipment and have plans to immediately clear flooded areas, especially in urban areas and key areas; operate at maximum capacity the existing drainage works, including pumping stations: Yen So, Dong Bong 1, Dong Bong 2, Co Nhue, Dong Tru to lower the water level on the system in accordance with regulations.
The Hanoi Department of Agriculture and Environment (DARD) closely coordinates with the Department of Construction in the coordination and regulation of the urban drainage system with the agricultural drainage system, ensuring connectivity and continuity; directs companies to maintain and repair the irrigation system to have plans to operate at maximum capacity the agricultural drainage pumping stations (Yen Nghia, Khe Tang, Ngoai Do, Van Dinh, Dong La, etc.) to ensure continuous and safe drainage to the Nhue River.

The People's Committees of communes and wards proactively deploy response measures to ensure property safety and stabilize people's lives; propagate and mobilize people to coordinate with public utility units in the area to conduct inspections, collect garbage, clear shields and obstacles at station gates, record fees, ensure continuous drainage; deploy solutions to drain water for alleys, hamlets, and areas with low terrain.

According to the Hanoi Department of Agriculture and Environment, storm No. 10 caused prolonged heavy rains, causing damage to nearly 6,500 hectares of rice, vegetables and fruit trees in Hanoi, of which the affected rice area was more than 4,534 hectares. Localities have seriously implemented the direction of Hanoi City to speed up the harvest progress, with the motto "green house is better than old field", so the level of damage has significantly reduced.
