Hanoi Convention: Experts in Switzerland appreciate Vietnam's initiative and potential

The signing ceremony of the United Nations (UN) Convention against Cybercrime (Hanoi Convention) with the theme "Combating Cybercrime - Sharing Responsibility - Looking Forward" is about to take place in Hanoi.

The event not only marked a turning point in international cooperation on cyber security, but also marked a special milestone in Vietnam's multilateral diplomacy, as for the first time a Vietnamese place name was associated with the UN Convention. On this occasion, VNA's reporter in Switzerland had an interview with Mr. Luu Vinh Toan - a technology analyst in Switzerland - about the event.

In response to the UN report that cybercrime causes global economic losses of more than 8,000 billion USD each year, with millions of attacks carried out every day, Mr. Luu Vinh Toan assessed that the Hanoi Convention on Cooperation in Combating Cybercrime has extremely practical value in the current period. He shared: "Participating in the Convention and organizing the signing ceremony shows the image of Vietnam being very proactive in the world's hot issues. We have demonstrated the government's commitment to wanting people to be safe and happy in cyberspace. I appreciate some important points of the convention such as respect for national sovereignty in digital space. Each country will have the right to self-determination on data management policies, system security and crime investigation within the scope of its national law." According to expert Luu Vinh Toan, the protection of human rights and digital privacy is also very important in this convention, according to which investigation activities and cross-border data sharing must comply with international law and people have the right to protect their personal data from illegal activities. In addition, the factor of promoting fair cooperation and technical support for developing countries is also very important in the convention. He believes that through this convention, we can build a mechanism related to technology transfer or human resource training, cyber security to ensure the equal voice of small and developing countries in world forums.

The situation of cybercrime in recent times has been very complicated in terms of scale, nature and level of influence in Vietnam. In that context, Mr. Luu Vinh Toan said that the document to be signed also brings solutions to help Vietnam better withstand cyberspace. He said that Vietnam needs to try to strengthen its institutional and technical capacity, consolidate the legal framework to approach world standards because this field can link many different industries such as banking, finance, telecommunications or management of social networking platforms, so it is necessary to have a common coordinating agency to handle these issues. Mr. Luu Vinh Toan said that it is necessary to invest in infrastructure to ensure the best security infrastructure, use and apply technologies such as artificial intelligence (AI), big data analysis to detect risks. In addition, it is necessary to enhance public-private and international cooperation, for example, the need to coordinate different countries in technology transfer or the transfer of data on criminal investigations in the digital environment. It is also necessary to encourage telecommunications technology enterprises to share information on risks and unusual signals about threats in cyberspace. Finally, it is very important to raise awareness and capacity of people and businesses about cyber security, ensuring that there is a cybersecurity team capable of handling and investigating complex cases.
