At the Ministry of Industry and Trade 's third quarter press conference on the afternoon of October 8, Mr. Nguyen Anh Tuan - Deputy Director of the Department of Domestic Market Management and Development provided information on the progress of handling the complaint against Ms. Chu Thanh Huyen related to online sales activities, and shared about overall solutions to improve the health of the e-commerce market.
Responding to a reporter's question about the results of handling the complaint against Ms. Chu Thanh Huyen after more than 3 months, Mr. Nguyen Anh Tuan said that the content of the complaint mainly revolved around the fact that consumers bought cosmetics online through Ms. Huyen's account but the seller did not issue a clear invoice.
"Upon receiving the information, the Department instructed the applicant to transfer it to the locality, specifically the Hanoi Market Management Department. This unit has had working sessions and discussions to verify the content of the application," Mr. Tuan informed.
In particular, the Department's leader said that according to the latest report from the Hanoi Market Management Department, this case is relatively complicated and "there are some signs that may be related to criminal matters".

The case of Ms. Chu Thanh Huyen is a typical example of the shortcomings in managing business activities via livestream and e-commerce. Ms. Nguyen Thi Minh Huyen - Deputy Director of the Department of E-commerce and Digital Economy , said that recently, the Department has been very determined in handling violations.
Specifically, the Department has issued 23 documents requesting e-commerce platforms, websites and sales applications to review, prevent and remove violating products. As a result, the units have coordinated to remove 44,446 products and block 12,414 stores.
The products being handled are mainly in the category of conditional business such as functional foods, cosmetics, milk; prohibited products; and items that are easily counterfeited such as household appliances, shoes, and fashion.
Since the beginning of the year, the Department has also closely coordinated with the Police Investigation Agency of many provinces and cities and the Market Management force to handle more than 120 websites/applications with signs of violating the law and fraudulently appropriating property.

In response to a reporter's question about a long-term solution, Ms. Minh Huyen said that the Ministry of Industry and Trade is actively completing the draft Law on E-commerce, expected to be completed in September 2025.
This draft Law will focus on resolving outstanding issues, including controlling and handling counterfeit goods, banned goods, and goods that infringe intellectual property rights.
Managing advertising content, product marketing. Identifying sellers, tracking and handling violations. Focusing on tax management from e-commerce activities, including cross-border transactions, as well as protecting consumer rights and personal data.
Ms. Huyen emphasized that the new law not only tightens management but also creates a legal corridor to support small and medium enterprises and business households to develop sustainably in the digital environment. Along with that, propaganda and warnings to consumers about the risks of online shopping are also being stepped up.
