Due to the impact of storm No. 11, on the night of October 6 and October 7, heavy rains occurred in many provinces: Lang Son, Cao Bang, Thai Nguyen, Bac Can, Hanoi ... causing widespread flooding and landslides. Power grid outages in Lang Son, Cao Bang, Thai Nguyen affected the operation of BTS stations, and heavy floods caused the breakage of some fiber optic cables.

In Thai Nguyen alone, heavy rains over a large area have caused many communes and wards of the province to be deeply flooded, traffic is cut off, and many areas are almost isolated. According to assessments, this is a natural disaster with an unprecedented level of damage in recent years.

While floodwaters rose rapidly, traffic was cut off, and many residential areas were deeply flooded, staff from telecommunications networks in the North such as MobiFone , Viettel, and VNPT remained at the scene, urgently deploying emergency information response plans.

According to the representative of MobiFone network, with the spirit of proactive - lightning speed - absolute safety, MobiFone Thai Nguyen has carefully prepared human resources, backup equipment and fuel in advance. However, the severe developments of the storm far exceeded all predictions, prolonged heavy rain, strong gusts of wind made access to the scene extremely difficult.

Under the close direction of the Corporation's leaders, and the active coordination of the Thai Nguyen Provincial Police force, MobiFone Thai Nguyen urgently transported equipment, generators, and gasoline to isolated locations, and at the same time implemented a load reduction plan to prioritize MC and DWDM (important transmission nodes in the area).

The Command Committee for Natural Disaster Prevention and Search and Rescue of the MobiFone Network Center in the North held an urgent meeting on the morning of October 8, proposed backup plans, sent a support team directly to the area, and mobilized additional resources and equipment to ensure safety for people and infrastructure.

Up to now, the water level in Thai Nguyen is still at an alarming level, and thunderstorms are forecast to continue to occur over a large area. However, MobiFone Thai Nguyen staff are still working hard every hour and every minute to maintain stable communication, ensure the network and support people in flooded areas.

According to Viettel representative, storm No. 11 caused prolonged heavy rain, causing many areas of Thai Nguyen province to be deeply flooded, eroded and isolated. The river water level rose, causing widespread flooding in Thai Nguyen city and neighboring communes, many roads were paralyzed, the power system was interrupted widely and for a long time. As a result, some BTS stations lost power due to isolation, occurring sporadically in some areas such as Thai Nguyen City Center, Vo Nhai, Na Ri, Dinh Hoa.

Due to the characteristics of Thai Nguyen, there are many low-lying areas that are deeply flooded and isolated, so the work of moving, carrying supplies, fuel and information rescue encounters many difficulties.

Faced with the complex developments of natural disasters, Viettel has proactively deployed a series of flexible response plans in terms of both human resources and information rescue equipment, quickly localizing and controlling the impact. 300 personnel from neighboring provinces, including elite forces from the Corporations, were mobilized to be present in Thai Nguyen that very night.

Viettel has proactively equipped 50 boats and canoes to ensure fuel supply for BTS stations, dozens of drones for reconnaissance missions and transporting equipment and fuel to inaccessible flooded and landslide areas. Along with that, Viettel has equipped satellite phone systems, walkie-talkies, many mobile broadcasting vehicles, 100 generators and 1,000 batteries to ensure communication for people and rescue work in the locality.

According to VNPT representative, widespread power outages in Lang Son, Cao Bang, Thai Nguyen affected the operation of BTS stations, and heavy flooding caused some fiber optic cables to break.

Faced with that situation, VNPT sent rescue teams to the incident sites and deployed appropriate and timely solutions to ensure communication to serve the government and people.

In Thai Nguyen, flooding occurred on a large scale. Thousands of households were affected, many traffic routes were paralyzed and the electricity and telecommunications systems were severely affected. The VNPT Thai Nguyen Natural Disaster Prevention Command has proactively closely monitored weather developments, directed its subordinate units to prepare adequate supplies and equipment, replenish fuel for generators, and ensure the safety of telecommunications equipment. 24/7 on-duty forces were assigned to key locations, ready to deploy the "4 on-site" plan.

During the flood, VNPT Thai Nguyen technical staff did not fear danger, waded through floodwaters, moved generators, jacked up equipment, and replaced damaged subscriber lines to ensure smooth communication for rescue and command work.

Up to this point, in other areas in Thai Nguyen, basic mobile communication is guaranteed to commune/ward centers to ensure communication and command of local authorities.

In addition, VNPT Thai Nguyen has prioritized bandwidth for hotlines, provided timely weather information, and assisted in evacuating people to safe places. VNPT Thai Nguyen has also increased staff at transaction points to provide SIM cards and support customers with free battery charging, meeting essential needs during difficult times.

Cao Bang and Lang Son provinces were affected by widespread flooding, but VNPT deployed forces on standby and implemented response plans to ensure good communication and services in the area.

In Cao Bang, storm No. 10 caused flooding in many areas, landslides on many important roads, felled poles, broke cables, and caused power outages, seriously affecting people's lives and information rescue. Then, storm No. 11 continued to affect Cao Bang with flood peaks exceeding storm No. 10. Two consecutive big storms in one week broke a number of cables, causing widespread power outages, causing loss of connection signals for about 10,000 Internet subscribers in the area and many mobile subscribers were affected.

In that situation, VNPT Cao Bang's rescue force has been performing rescue 24/24h and has promptly handled and fixed the problems at the transmission break points. VNPT Cao Bang has human resources ready to support customers as soon as the power is restored.

Along with the initiative of VNPT in the area, VNPT Group has prepared resources with 500 human resources along with vehicles, engines, tools and supplies ready to support the quick recovery of the network and services. On the morning of October 8, VNPT increased its support force to deploy a fuel transportation plan in parallel with optimal power solutions for important equipment to maintain operations for the central station of Thai Nguyen City, ensuring communication and services throughout the province.

In addition, VNPT has also prepared Inmsarsat satellite communication equipment to serve the local leaders in providing information and direction, and proactively coordinate with network operators to implement mobile Roaming services to ensure the best information to meet the disaster response direction of authorities at all levels as well as the service needs of the people./.
