Hanoi Convention: Efforts to promote the rule of law in cyberspace

From October 7 to 10, the Legal Committee (Committee 6) of the 80th session of the United Nations General Assembly held a plenary discussion on the topic "Rule of law at the national and international levels on the occasion of the 80th anniversary of the founding of the United Nations," attracting the participation and speeches of most member states and observers.

Speaking at the meeting, UN Deputy Secretary-General Amina J. Mohammed and representatives of many countries affirmed that the rule of law is a core value and consistent spirit expressed in the Charter and every activity of the United Nations since its establishment.

Over the past 80 years, the United Nations has played a central role in the process of codifying and developing international law, creating a foundation for maintaining peace , security and international order based on law. At the same time, it has accompanied member states in each region in resolving many conflicts and disputes, building peace, ensuring justice in the post-conflict period; supporting countries in judicial reform and perfecting the legal system, promoting access to justice; fighting crime and terrorism, thereby maintaining peace, stability and creating a favorable environment for sustainable development.

In the context of complex international politics , conflicts and hot spots still continuing in many regions, especially multilateralism facing unprecedented challenges, the United Nations leaders and the majority of delegates called on countries to join hands to protect the rule of law - the core of multilateralism - through practical actions at multilateral forums, in each region and each country.

Participating in the discussion, Ambassador Do Hung Viet - Head of the Permanent Delegation of Vietnam to the United Nations - emphasized that upholding, respecting and strictly enforcing international law is the root of global peace, security and sustainable development.

The Ambassador affirmed that the United Nations has played an irreplaceable role in the development of the modern international legal system in recent years; at the same time, he welcomed recent important developments in strengthening the global legal framework, such as the Agreement on Biological Diversity in Areas Beyond National Jurisdiction (BBNJ) coming into force, the United Nations Convention on Cybercrime being adopted and to be signed in Hanoi in October 2025, as well as countries entering into negotiations on the Convention on International Tax Cooperation and launching the process of drafting new legal instruments on crimes against humanity and protecting people in natural disasters.

The Ambassador, Head of the Vietnamese Delegation, also said that over the years, Vietnam has proactively participated in international legal agencies and processes, actively contributing to the negotiation process to build the above important documents.

Vietnam's hosting of the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention) from October 25-26 in Hanoi is a testament to Vietnam's efforts in promoting the rule of law in cyberspace, contributing to the international community's search for solutions to emerging challenges in international life.

At the meeting, Ambassador Do Hung Viet shared that as a country that has experienced war and division, Vietnam understands better than anyone the value of peace and the rule of law, therefore, always adheres to the principle of resolving all disputes by peaceful means, based on international law.

Based on that principled stance, the Ambassador once again affirmed that all claims and actions of parties in the East Sea must be in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

On this occasion, the Ambassador, Head of the Vietnamese delegation, informed about the strong reform process in the country in recent times to promote the process of building and perfecting the socialist rule-of-law state such as: rearranging local governments according to the two-level model, amending the Constitution and many basic laws, thereby consolidating the governance system from the central to grassroots levels, creating new momentum for economic development and better ensuring the rights and interests of the people.

The Legal Committee (Committee 6) is one of the six main committees of the United Nations General Assembly, composed of representatives of all 193 United Nations member states, whose function is to review, discuss and promote the codification and progressive development of international law.

Committee 6 is expected to discuss nearly 30 topics, including notable ones such as the activities of the International Law Commission, strengthening the international treaty system, the rule of law at the national and international levels, national responsibility for wrongful acts, universal jurisdiction, diplomatic protection, measures to eliminate international terrorism, prevent crimes against humanity, protect people in natural disasters, etc.

Promoting the rule of law at national and international levels is one of the top topics of concern at the 6th Committee every year (this year, more than 100 countries spoke), a forum for UN member countries to discuss many new legal issues emerging in international life, which are highly topical./.
