Emulation cluster of the Department of Home Affairs of the northern mountainous border provinces summarizes emulation and reward work in 2024 and deploys tasks in 2025

On the morning of March 21, 2025, in Lao Cai, the Emulation Cluster of the Department of Home Affairs of 7 northern mountainous and border provinces (referred to as the Emulation Cluster) held a conference to summarize emulation and reward work in 2024 and deploy key tasks in 2025.

Attending the conference were comrade Nguyen Thanh Sinh, Vice Chairman of Lao Cai Provincial People's Committee; comrade Bui Huy Tung - Deputy Chief of Office of the Ministry of Home Affairs; leaders of the Department of Home Affairs of the provinces: Lang Son, Lai Chau, Ha Giang , Dien Bien, Lao Cai, Cao Bang, Son La (Department of Home Affairs of Lao Cai province is the Head of the Emulation Cluster in 2024).

In 2024, implementing the Government 's motto " Discipline, responsibility, proactiveness, timeliness, acceleration of innovation, sustainable efficiency " and the motto of the Home Affairs sector " Discipline, exemplary, professional, effective ", the Emulation Cluster of the Department of Home Affairs of the Northern mountainous border provinces has united, unified, determined, and made efforts to overcome all difficulties and challenges to focus on and resolutely implement the tasks in the Work Program and ad hoc. Up to now, the units in the Cluster have excellently completed the targets, plans and political tasks assigned by competent authorities. Notably, the units in the Emulation Cluster have advised the Provincial Party Committee, People's Council, Provincial People's Committee and the Provincial Emulation and Reward Council on documents directing, operating, launching emulation movements, guiding emulation and rewards to ensure principles and procedures according to current regulations; Advise on the implementation of the arrangement and consolidation of the organizational structure of administrative agencies, organizations and public service units in the province in accordance with the spirit of Resolution No. 18-NQ/TW of the 6th Central Conference, Session XII.

Continue to advise on the development of a plan for civil servant staffing and a plan for the number of people working in public service units in 2024 in accordance with the staff reduction roadmap in Decision No. 72-QD/TW dated July 18, 2022 of the Politburo. In particular, Lao Cai cut 228 staffing targets compared to 2023; Cao Bang reduced 21 civil servant positions and reduced 295 people working with salaries from the state budget; Lai Chau streamlined 76 civil servant positions and 1,136 people working with salaries from the state budget; Ha Giang streamlined 170 cases; Dien Bien streamlined 37 civil servant positions and 292 people working in public service units...

The commendation work was focused on. During the year, 03 collectives and individuals were commended at the State level, 09 collectives and individuals were proposed for commendation at the State level; 104 collectives and individuals were commended at the provincial and Ministry of Home Affairs levels; 827 collectives and individuals were commended according to their authority. Administrative reform work had positive changes...

In 2025, the Department of Home Affairs of the provinces will continue to reorganize the apparatus in the political system to ensure streamlining, compactness, strength, efficiency, and effectiveness; innovate the content, form, and measures to organize emulation movements; organize Patriotic Emulation Congresses at all levels and in all sectors towards the 11th National Patriotic Emulation Congress in 2025; strongly reform the civil service and civil servant regime; compete to excellently complete and exceed the targets and tasks according to the annual work program.

At the conference, delegates discussed a number of contents such as: Solutions to effectively implement regimes and policies for cadres, civil servants, public employees, and workers in the implementation of personnel organization arrangement in Lao Cai province according to Decree No. 177/2024/ND-CP, 178/2024/ND-CP dated December 31, 2024 of the Government; History of Cao Bang province through archival documents; Some results achieved and solutions to continue implementing the Project to test and assess the capacity of cadres and civil servants at the commune level in Dien Bien province...

Speaking at the conference, Comrade Nguyen Thanh Sinh, Vice Chairman of Lao Cai Provincial People's Committee, highly appreciated the emulation and reward work of the Emulation Cluster in the past time. He hoped to continue to receive the attention and support of the Ministry of Home Affairs; the coordination and exchange of valuable experiences in emulation and reward work from localities in the Emulation Cluster to further promote the achieved results, contributing to the development of Lao Cai province. The Vice Chairman of the Provincial People's Committee requested the Department of Home Affairs of Lao Cai province to absorb the results of the conference and the working experience of the units, thereby advising the Provincial Party Committee, People's Council and Provincial People's Committee to effectively implement the resolutions and directives of the Party, the guiding documents of the Central Government, contributing to the successful implementation of the goals and tasks set out in the Resolution of the Provincial Party Congress for the term 2020 - 2025.

At the conference, the units agreed and signed the emulation covenant for 2025, and at the same time introduced and honored the Department of Home Affairs of Cao Bang province as the Cluster Leader and the Department of Home Affairs of Dien Bien province as the Deputy Cluster Leader of the 2025 Emulation Cluster.
