Relief for people affected by natural disasters and floods: Ensuring publicity and transparency

On the morning of October 9, the Party Committee of the Vietnam Fatherland Front (VFF) and central organizations held a press conference on the program to mobilize support for the Cuban people and compatriots affected by storm No. 10.

More than 467 billion VND to support the Cuban people

Regarding the work of receiving and allocating support at the Program to support the Cuban people, Ms. Luong Thi Hong Thuy, Head of the External Relations - Communications Department of the Central Committee of the Vietnam Red Cross Society, said: On the occasion of the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba (December 2, 1960 - December 2, 2025), the Vietnam - Cuba Friendship Year 2025, with the consent of the Party, the State, the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Vietnam Red Cross Society presided over and coordinated with central departments, ministries, branches and organizations to launch the Program to support the Cuban people with the theme "65 years of Vietnam - Cuba friendship" nationwide, held for 65 days, from August 13 to October 16, 2025.

Ministries and branches such as the Ministry of National Defense, Vietnam News Agency, Central Committee of the Ho Chi Minh Communist Youth Union , Central Institute of Hematology and Blood Transfusion; People's Committees of provinces and cities... simultaneously issued directive documents and organized support campaigns. Many creative response models: Song composition contest "Vietnam - Cuba: Forever the Song of Friendship", friendly football match at Thong Nhat Stadium to raise 2 billion VND, online community groups calling for fee collection to support the Cuban people, and hundreds of activities spreading across the country. The active participation of students, workers, armed forces... has turned the program into a deeply humane social phenomenon.

As a result, after 30 hours of launching, the program reached 65 billion VND (100% of the initial target); after 48 hours, it reached 130 billion VND (double the target). On September 1, 2025, at the Party Central Committee Headquarters, under the witness of General Secretary To Lam and President of the Republic of Cuba Miguel Díaz-Canel Bermúdez, comrade Do Van Chien, on behalf of the Party, State and people of Vietnam, presented the first installment of nearly 385 billion VND to the Cuban people. As of 10:00 a.m. on October 8, 2025, the total amount received through account 2022 reached more than 467 billion VND, with more than 2 million donations, not to mention 55.9 billion VND transferred through the Red Cross system of provinces and cities.

In the coming time, the Central Committee of the Vietnam Red Cross Society will continue to coordinate with the Ministry of Foreign Affairs, the Embassy of Cuba in Vietnam and the Cuban Red Cross Society to implement the transfer of support resources and information on the results of their use in Cuba; organize a program summary, reward outstanding collectives and individuals, synthesize and report the results to the leaders of the Party, State and Vietnam Fatherland Front; continue to widely communicate the special solidarity relationship between Vietnam and Cuba, prepare for donation activities and friendly exchanges during the visit to Cuba by the Vietnamese high-ranking delegation at the end of 2025 - Ms. Luong Thi Hong Thuy shared.

Receive, manage and use contributions effectively and transparently.

Presenting the Report on the mobilization of support for people affected by storm No. 10, Mr. Cao Xuan Thao, Member of the Presidium, Head of the Social Mobilization Committee, Central Committee of the Vietnam Fatherland Front, stated: Implementing the direction of the Politburo, the Secretariat and the Prime Minister, on October 2, 2025, the Presidium of the Central Committee of the Vietnam Fatherland Front organized the Launching Ceremony and issued an Appeal to support people to overcome the consequences of storm No. 10 (Bualoi). As of 5:00 p.m. on October 8, 2025, individuals, units and organizations registered to support through the Central Relief Mobilization Committee with 798,864 billion VND.

On October 3, 2025, the Central Relief Mobilization Committee allocated VND 265 billion from the Central relief fund to support 17 provinces and cities to overcome the consequences of storm No. 10; previously, on September 30, VND 2.5 billion was provided to 5 heavily damaged provinces. The Standing Committee of the Central Committee of the Vietnam Fatherland Front coordinated with Thien Tam Fund (Vingroup) to deploy a VND 500 billion support package to 16 affected provinces and cities, ensuring direct, public, and targeted support. Along with that, the Fatherland Front of localities promoted the "4 on-site" motto, coordinated with the authorities to urgently overcome the consequences of storms No. 10 and 11, helping people stabilize their lives and production.

According to Mr. Cao Xuan Thao, the call for and mobilization of support for people affected by storms and floods has created a strong ripple effect, attracting positive responses from all levels, sectors, localities, organizations and individuals at home and abroad. According to incomplete statistics, it is estimated that over 500,000 people have transferred money to the account of the Vietnam Fatherland Front to support people affected by storm No. 10. The new point of this support campaign is that the Central Relief Mobilization Committee has divided it into 2 groups of accounts: group A includes 4 accounts, which are the group that wants to make the donation amount public; group B includes 4 accounts for those who do not want to make it public.

Of the total amount of registered donations, up to 39% of donors chose to donate anonymously to maintain confidentiality and humanity. Many artists, businessmen, influencers... actively participate in charity activities, music nights, fundraising sports tournaments, contributing to spreading the spirit of "Mutual love and support - towards the Central and Northern regions". Information about the campaign is posted, updated transparently, and publicly reported daily on the media and the Fanpage of the Central Committee of the Vietnam Fatherland Front.

In the coming time, the Central Committee of the Vietnam Fatherland Front will continue to promote the mobilization of support in various forms, through the press, social networks, mobile messages, appeal letters of the Fatherland Front and the system of member organizations, to mobilize the whole society to help people overcome the consequences of storms No. 10 and 11. The Central Committee of the Fatherland Front will receive, manage, and use contributions effectively and transparently; coordinate with ministries, branches and localities to assess damage, deploy timely and appropriate support; encourage organizations and individuals to directly help localities and people affected by damage. At the same time, strengthen guidance, supervision and publicity of allocation and support work in localities, ensuring timeliness, fairness and compliance with regulations; post the support list to the commune and residential area levels, ensuring people's supervision rights and transparency in relief.

Reflecting people's trust and consensus with the Party, State and Fatherland Front

Speaking at the meeting, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Organizations Nguyen Thai Hoc suggested that in the coming time, press agencies should step up propaganda, affirming the two major programs with profound political, humanitarian and social significance, demonstrating the tradition of "deep affection", the spirit of mutual love, international solidarity and the great national unity bloc; publicly, transparently and promptly inform about the support results, sources of receiving and distributing relief; commend collectives, individuals, creative models, effective ways of doing things; reflect the trust and social consensus on the humanitarian policies of the Party, State, and Vietnam Fatherland Front...

From now until October 16, 2025, agencies and units will focus on promoting the results and significance of the Program to support the Cuban people, aiming to summarize after October 16, 2025, in conjunction with the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba (December 2, 1960 - December 2, 2025); promote communication to call on and encourage organizations, individuals and businesses to continue to respond to the campaign to support compatriots affected by storms and floods; reflect beautiful stories, sharing images, and the spirit of "the whole country for the Central and Northern regions"; Maintain a positive and humane flow of information, spread volunteer energy, affirm the core role of the Vietnam Fatherland Front in mobilization, relief work, and national solidarity with the message: "From the affection between Vietnam and Cuba to the heart for compatriots in times of trouble - Every sharing today is the strength to cultivate peace, humanity and solidarity tomorrow".
