On October 15, the People's Committee of Da Nang City issued a decision to implement the Resolution of the City People's Council on the policy of developing high-quality human resources in the public sector. The decision aims to concretize the Resolution of the City People's Council on attracting experts, scientists , people with special talents and training cadres, civil servants and public employees.
According to regulations, the subjects of application include: Cadres, civil servants, public employees; excellent graduates, talented young scientists; experts, managers, leading scientists who are Vietnamese or foreign; people with special talents and abilities in the fields of culture, arts, physical education and sports ; and cases that are contracted to perform civil servant duties according to the provisions of law.
The attraction policy is implemented in two forms: fixed-term labor contracts or work and product leasing.
For experts, managers, business administrators, and leading scientists, the salary is determined in 3 levels: 50 million VND/month, 100 million VND/month, 150 million VND/month. In addition, in the case of outsourcing work or products, the remuneration will be negotiated based on the field, requirements, workload, capacity, and experience of the candidate. Travel expenses, housing rent, and other support regimes can be calculated in the contract. People with special talents and abilities in culture, art, and sports are entitled to a one-time support of 100 million VND/person, with a maximum proposed salary of 25 million VND/month for experts and coaches and 20 million VND/month for artists and athletes.
The attracted person can also be supported with up to 50% of the accommodation cost during the working period in Da Nang, not exceeding 20 million VND/month for a maximum of 1 year.
For high-quality human resources attracted through recruitment or admission to civil servants and public employees, the city applies a one-time support policy based on educational level.
Specifically, university is 200 million VND, master's 300 million VND, doctoral 500 million VND, associate professor 600 million VND, professor 700 million VND. These individuals also enjoy policies to encourage scientific research, promote creativity and technology development similar to those attracted by labor contracts, along with incentives prescribed by the Government.
In addition to the attraction policy, the City also promotes short-term high-quality training at home and abroad for cadres, civil servants, public employees and workers. Those sent to study must have appropriate expertise, complete their tasks well and not be in a disciplinary period. The training period must not exceed 6 months. The regulation emphasizes that the implementation of human resource development policies must ensure objectivity, publicity and transparency.
Policy beneficiaries must be approved by the Chairman of the City People's Committee and will only receive the highest level of support corresponding to their qualifications and attraction conditions.
