The project is built on an area of nearly 30,000 square meters, including a central square, a 15.3 meter high, 16.45 meter wide victory monument cluster, a traditional house, a stele to record the names of martyrs and a memorial area, with a total investment of more than 106 billion VND.

Speaking at the ceremony, Mr. Ngo Vu Thang, Vice Chairman of the People's Committee of Ca Mau province, said that the relic is associated with the victory on November 23, 1963, when the army and people of Ca Mau, under the direction of the Military Region 9 Party Committee and the Ca Mau Provincial Party Committee, simultaneously attacked and destroyed the Cai Nuoc - Dam Doi sub-region and the Cha La stronghold, bankrupting the "helicopter transport" tactic and the "strategic hamlet national policy" of the US - puppet regime in the South.
This victory is a brilliant milestone in the history of the revolutionary struggle of the army and people of Ca Mau, demonstrating the creativity in combining military and political struggles, contributing to strengthening the belief in the Party's resistance line. In 2016, the Dam Doi - Cai Nuoc - Cha La victory relic was recognized as a national relic by the Ministry of Culture, Sports and Tourism.

Mr. Ngo Vu Thang assigned the Department of Culture, Sports and Tourism of the province to coordinate with the People's Committee of Tran Phan commune to manage and use the project well; coordinate with related units to regularly organize activities on resources, research, study, and sightseeing; at the same time, continue to organize the collection of artifacts, records, and historical documents, ensuring a rich source of documents to serve the people.
