Da Nang aims to cover urban and rural planning

Da Nang City has completed the connection of the approved master plans of the two localities before the merger and is aiming to cover urban and rural planning, as a basis for planning development space, creating a legal basis for investment management, and promoting socio-economic development.

Articulating master plans

According to the Department of Construction, the city has completed the construction of the approved master plan connection map of Da Nang city (old) and Quang Nam province (old) on the administrative boundary of the new Da Nang city with a total area of ​​more than 11,859km2, including 94 administrative units and an expected population size by 2030 of 3.6 million people.

The documents of district-level construction planning projects, urban zoning plans, functional zoning plans, and general commune construction planning in the old Quang Nam province and the documents of city-level planning projects, urban zoning plans, functional zoning plans, and general commune construction planning in the old Da Nang city have been completely compiled. The Department has compiled data of approved technical infrastructure specialized planning projects and documents...

In addition, communes with approved (old) general commune plans must be connected and re-established with a comprehensive and synchronous orientation; and functional areas must be reasonably arranged after merging (old) communes.

Mr. Le Duc Yen, Head of the Department of Planning, Architecture and Urban Development (Department of Construction) informed that the city has completed the connection of urban and rural planning, also known as approved general planning, such as: General planning of Da Nang city (old), district planning of 12 districts (old), general planning of towns (old)...

These urban and rural plans that have not expired will continue to be valid and will be implemented as a basis for organizing the establishment of lower-level plans (including detailed plans) and investment projects as usual to ensure service to socio -economic development.

The Department of Construction has guided units and localities on the process of implementing planning activities, including the authority to organize the establishment, appraisal, and approval of urban and rural plans and the transitional implementation contents in the post-reorganization phase of administrative units for general plans, master plans, etc.

Perfecting urban and rural planning

Da Nang is a centrally-governed city, so it is required to have a general urban plan for the entire city according to regulations. After the merger, the establishment of a general plan for a type I urban area, including the scope of Da Nang city (old) and the new space is an urgent requirement.

The master plans of type II urban areas (the master plans of Hoi An city (old) and Tam Ky city (old) have been approved) will continue to be effective until the end of the planning validity period as prescribed. The master plans of type III and type IV urban areas (the master plans of Dien Ban town (old) and Nui Thanh urban area (old) have been approved) will continue to be managed and implemented according to the Law on Urban and Rural Planning. Similarly, the master plans of type V urban areas will continue to be managed and implemented according to the approved urban plans.

However, through review, there is still a lack of some general planning for existing and new urban areas, a lack of some zoning plans, general planning for communes after administrative unit arrangement... The City People's Committee has directed the establishment of plans to complete and cover urban and rural planning.

Mr. Le Duc Yen said that the city has directed the implementation of 1 general planning dossier for Da Nang city; 5 underground space planning dossiers and specialized technical infrastructure planning dossiers at the city level directly under the Central Government. Besides, there are 20 general planning dossiers for urban areas of type III, IV and V; 54 general planning dossiers for communes; 6 urban zoning planning dossiers; functional zoning plans...

“The new commune master plan inherits the old town master plan. If necessary, the old town master plan will be supplemented and adjusted. When the new commune master plan is approved, the old town master plans will expire,” said Mr. Le Duc Yen.

For the general urban planning of types III, IV and V, the People's Committees of 4 wards Dien Ban, Dien Ban Dong, An Thang, Dien Ban Bac are responsible for preparing 4 general planning dossiers of existing urban areas. The People's Committees of 16 communes Hoa Tien, Hoa Vang, Ba Na, Nui Thanh, Tam Anh, Tam Xuan, Duc Phu, Tam My, Nam Phuoc, Duy Nghia, Thang Binh, Thang An, Thang Truong, Thang Dien, Thang Phu, Dien Ban Tay are responsible for preparing 16 general planning dossiers of new urban areas. The Department of Construction appraised and the City People's Committee approved these 20 planning dossiers.

In the process of researching and proposing city planning (socio-economic planning), general city planning (urban planning), if there is an orientation to develop the ward areas into urban areas of type I or II as well as an orientation to develop urban space in the 16 communes mentioned above, the Department of Construction will coordinate with localities to propose to the City People's Committee appropriate implementation solutions.

Regarding the implementation of urban planning type II, the People's Committees of 3 wards Hoi An, Hoi An Dong, Hoi An Tay are responsible for establishing, appraising, and approving 3 urban subdivision plans. The City People's Committee has assigned the Quang Nam Construction Investment Management Board to organize the establishment of 1 subdivision plan 6 (in the area of ​​Ban Thach and Quang Phu wards).

For the urban forming area where communes are merged into wards, the People's Committees of Hoa Xuan and Hai Van wards are responsible for preparing 2 urban subdivision planning dossiers. The Department of Construction will appraise and the City People's Committee will approve these 3 subdivision planning dossiers.

Director of the Department of Construction Nguyen Ha Nam said that the City People's Committee has just approved a plan to implement urban and rural planning in the area. In particular, each level and planning dossier has been clearly identified; the authority to establish, appraise, approve the planning and specific implementation progress. In the process of implementing the planning dossier, if there are difficulties or problems, the Department of Construction will have specific instructions for units and localities to ensure the progress and quality of planning projects.
