(Chinhphu.vn) - The People's Committee of Da Nang City calls on people to proactively respond, stockpile food and essential supplies for at least 3 days to prevent major floods; review and proactively deploy evacuation activities, especially in dangerous areas, areas at risk of deep flooding and landslides (to be completed before 5:00 p.m. on October 22).

On October 21, the Chairman of the People's Committee of Da Nang City issued Official Dispatch No. 8 on proactively responding to very heavy rain and storm No. 12.

According to the dispatch, due to the influence of storm No. 12, the North East Sea area (including Hoang Sa special zone) has strong winds of level 7-8; the area near the eye of the storm has strong winds of level 9-11, gusting to level 13; waves are 3.0-5.0 m high, the area near the eye of the storm is 5.0-7.0 m high. The sea is very rough. Due to the influence of the storm and cold air combined with disturbances of the East wind and East wind after the storm, from the night of October 22 to October 27, in the localities of Da Nang city, there is a possibility of a very heavy rain over a large area. The total rainfall for the period is commonly 350-600 mm, in some places over 800 mm. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind.

Warning: From October 23 to October 28, there is a possibility of a flood on rivers in Da Nang City. The flood peak on rivers fluctuates between alert level 2 and alert level 3, with some rivers above alert level 3.

Implementing the Prime Minister 's Official Dispatch No. 200/CD-TTg dated October 20, 2025 on proactively deploying measures to respond to storm No. 12 and floods, the Chairman of the City People's Committee requested leaders of agencies, units, localities, organizations and unions not to be negligent or subjective, to focus on leadership and direction with the most urgent and drastic spirit, to proactively prevent and respond at the highest level, to anticipate the worst situations to ensure the safety of people's lives and limit property damage, not to be passive or surprised; to organize on-duty and timely rescue when situations occur with the motto "4 on-site"; to mobilize people to proactively raise their assets and clear the water intake in front of their houses.

Seriously organize on-duty shifts, monitor, update, and grasp the developments of floods and storms; focus on leading, directing, and activating disaster prevention plans according to the risk level in the area; be responsible to the Chairman of the City People's Committee for the work of preventing, responding to, and overcoming the consequences of natural disasters.

Regularly update and inform about the situation of floods and storms, call on people to proactively respond, stock up on food and essential supplies for at least 3 days to prevent major floods ; review and proactively deploy evacuation activities, especially in dangerous areas, areas at risk of deep flooding and landslides (complete before 5:00 p.m. on October 22); ensure food and necessary equipment at evacuation points, do not let people suffer from hunger, cold, rain, etc.

The City Military Command, City Police, City Border Guard Command, Department of Agriculture and Environment, People's Committees of coastal communes and wards continue to call on boats to come ashore or find safe shelter; count and closely manage, maintain communication with boats still operating at sea; guide and support the implementation of necessary measures to ensure safety for boats at anchorage.

The City Border Guard Command will base on storm developments to proactively decide to restrict ships and vehicles from going out to sea, operating at sea, or ban the sea when necessary.

The telegram requires competent authorities to proactively direct the implementation of work to ensure the safety of the dyke system, irrigation dams. Irrigation and hydropower reservoir management units are on duty 24/7, monitoring and inspecting dam safety, monitoring rain and water levels, reporting regularly, operating reservoirs according to procedures, promptly notifying downstream areas, preventing people from entering dangerous areas, and proactively regulating to ensure the safety of dams and residents.

The Department of Construction directed the focus of forces to immediately inspect regulating lakes, anti-flood pumping stations, and deep-flooded areas to promptly and effectively operate anti-flooding; review roads at risk of landslides, immediately deploy safety solutions and warn people in dangerous areas.
