On October 21, at the 10th Session of the 15th National Assembly, delegates participated in group discussions and contributed comments to important reports of the Government, the Supreme People's Court (SPC) and the Supreme People's Procuracy (SPP) on the socio-economic development situation and the implementation of the Constitution and laws.

Discussion Group No. 8 (Bac Ninh and Ca Mau) took place under the chairmanship of Comrade Lu Van Hung, Head of the National Assembly Delegation (NAD) of Ca Mau province. Participating in the Discussion Group were Comrade Nguyen Hoa Binh , Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister and NADs from Bac Ninh and Ca Mau provinces.

The National Assembly deputies in the Discussion Group unanimously agreed that the implementation of the Socio-Economic Development Plan for the 2021-2025 period is taking place in a particularly volatile context with the interweaving of epidemics, geopolitical risks and requirements for green transformation and digital transformation, creating great pressure on growth.

However, the Government and all levels and sectors have made outstanding efforts, achieving comprehensive and impressive results in most areas. It is expected that 22/26 targets for the 2021-2025 period will be completed and exceed the plan. In particular, in 2025, the socio-economic development situation has witnessed a strong breakthrough, with an estimated growth rate of 8%, among the highest in the region. The industrial, service and agricultural sectors have all grown strongly, maintaining a trade surplus, while stabilizing the macroeconomy and controlling inflation, affirming the resilience and flexible adaptation of the economy.

In addition, law enforcement work is also highly appreciated thanks to efforts to perfect institutions, notably the successful implementation of the revolution in arranging and streamlining the state apparatus and building a two-level local government.

Despite many achievements, delegates also pointed out that the socio-economic situation of our country still faces a number of difficulties and challenges. The growth target is under pressure when the main driving forces such as export, consumption and investment have not really created a strong enough momentum. The quality of growth is still limited, and the three strategic breakthroughs have not created a breakthrough change.

Speaking at the discussion on the socio-economic report, delegate Nguyen Nhu So, Chairman of the Board of Directors of DABACO Vietnam Group Joint Stock Company, XV National Assembly delegate of Bac Ninh province, gave profound comments from a practical perspective.

The delegate noted an impressive GDP growth rate of 7.85% in the first 9 months of 2025. However, he raised the question of whether this growth rate has truly exploited the full potential and unleashed the country's internal strength?

To create strong breakthroughs and promote sustainable development of Vietnam's economy, especially the private sector, National Assembly Deputy Nguyen Nhu So proposed that the Government should focus on comprehensively restructuring the capital market and activating cash flow for production, and should have strong policies to encourage investment in production and the processing and manufacturing industry.

According to Mr. Nguyen Nhu So, it is necessary to establish a "special mechanism" for private enterprises in strategic industries and high-tech agriculture, and key industries such as AI, semiconductors, and renewable energy.

Mr. Nguyen Nhu So recommended that Resolution 71-NQ/TW of the Politburo should be vigorously implemented, prioritizing strategic investment in "elite education", forming excellent training centers and mobilizing the private sector to participate in training through ordering mechanisms and tax incentives for businesses investing in R&D and developing labor skills.

In addition, delegate Leo Thi Lich, a full-time member of the National Assembly's Ethnic Council, pointed out that natural disaster prevention and climate change response still face many difficulties and challenges; the quality of natural disaster forecasting and warning is still limited. The application of science and technology and farming methods to adapt to climate change is still slow.

Therefore, delegate Leo Thi Lich suggested that the Government needs to strengthen resource management and environmental protection; proactively prevent, combat and limit the impact of natural disasters, adapt to climate change and prevent and mitigate natural disasters.

Handling flooding, pollution and urban traffic in the capital

Discussing at the Hanoi National Assembly Delegation, National Assembly delegate Nguyen Anh Tri was concerned about the water pollution in lakes and rivers, especially the To Lich River, and said that it is necessary to solve the problem from the source in the wastewater treatment system, instead of just treating the water when it has been discharged into rivers and lakes.

Discussing the problem of traffic congestion in the capital, National Assembly delegate Nguyen Phi Thuong said, "Personal vehicles increase by 5-10% each year, but infrastructure only increases by 0.3%. That is the main reason why traffic congestion is getting more and more serious." Land for traffic in the capital is only 12.15%, much lower than the standard of 20% for developed urban areas.

Therefore, Hanoi needs to demonstrate the City's determination in solving urgent social problems such as flooding, environmental pollution, urban traffic and developing green, sustainable agriculture.

To date, Hanoi has started construction on 7 bridges over the Red River, 1 bridge over the Duong River, along with many main roads and urban railway projects. During the 2025-2030 term, Hanoi City aims to complete 4 new urban railway lines, synchronized with the belt routes.
