Welcome Minister Timon Gremmels During his visit and work at the Ministry of Science and Technology , Permanent Deputy Minister Vu Hai Quan highly appreciated the cooperative relationship between the Ministry of Science and Technology and the State of Hessen in recent times, especially in the fields of science and technology, innovation and education.
Deputy Minister Vu Hai Quan said that Vietnam is focusing on investing in science, technology and innovation, considering this the only way to become a developed country. Currently, the Ministry of Science and Technology is building important laws such as the High Technology Law, orienting the development of strategic technology industries. The Ministry of Science and Technology hopes to receive advice and share experiences from Germany, especially from research institutes, businesses and the Hessen State legislature.
In addition, Permanent Deputy Minister Vu Hai Quan also proposed strengthening cooperation on sustainable development and climate change response. This issue is directly affecting the Mekong Delta, a key agricultural region of Vietnam.
Deputy Minister Vu Hai Quan and Minister Timon Gremmels shared the view that the Vietnamese-German University (VGU) is an important project, a typical mark of cooperation between the two countries over the past 17 years. At the same time, the two sides affirmed the role of science, technology and innovation in the national development strategy. The two sides discussed cooperation in the field of science and technology, as well as the possibilities to further expand cooperation in the fields of innovation promotion, technology transfer and artificial intelligence. In particular, in these areas, there is significant potential for more in-depth exchanges between universities and research institutes of both countries to promote science and technology development between the two countries.

Permanent Deputy Minister Vu Hai Quan said that Vietnam is promoting advanced training models, including the idea of building a German High School in Ho Chi Minh City as a model of innovation in general education .
Minister Timon Gremmels expressed his desire to further strengthen VGU's international visibility and influence through the support of the Ministry of Science and Technology with policy instruments related to the field of science and technology. He said that Germany is focusing on combining training and research to improve the quality of higher education. Based on the strengths of the State of Hessen and the socio-economic development needs of Vietnam, especially in the context of green economy, circular economy and digital transformation, the State of Hessen also shared the orientation of cooperation and development in areas such as: Environmental technology and sustainability, high technology and digital economy, technical and vocational training, university administration and research. Minister Timon Gremmels affirmed that the State of Hessen is always ready to support and cooperate with Vietnam in general and the Ministry of Science and Technology in particular in promoting the development of science, technology and innovation.
The Ministry of Science and Technology sees that the potential for science and technology cooperation between the Ministry of Science and Technology and the State of Hessen is very open. The State of Hessen has strengths in smart manufacturing, renewable energy and logistics... these are areas that are consistent with Vietnam's development orientation in the green economy and digital economy. Accordingly, the two sides can strengthen research, training and innovation links, choosing the VGU project as an official bridge. Priority areas of cooperation include digital transformation, renewable energy, environmental technology, biomedicine and smart cities.

Sharing about Vietnam's strategic orientation in the coming time, Permanent Deputy Minister Vu Hai Quan informed about the priority industries including: Artificial Intelligence, Big Data, Semiconductors, Quantum Physics, Energy... This is the orientation for Vietnam to gradually participate in the global value chain. Along with that, the Ministry of Science and Technology is building the Law on Digital Transformation, with the goal of becoming a digital nation. Currently, there are national cybersecurity research centers at a number of universities and government agencies.
The working session between the Ministry of Science and Technology and the State of Hessen demonstrated the determination of the two sides in expanding cooperation in science, technology and innovation, education and training, and other strategic areas, contributing to deepening the good strategic partnership between Vietnam and Germany in general on the occasion of the 50th anniversary of the establishment of diplomatic relations between the two countries, and cooperation with the State of Hessen in particular.
