Da Nang: Preventing the sale of construction stone at higher prices than announced prices

DNVN - Currently, contractors at construction projects in Da Nang have to buy construction stone at a higher price than the announced price (provided by the mining unit). In particular, some mining units do not sell directly to construction contractors but through intermediaries.

According to the report of the investors of construction projects in the city , contractors are currently having to buy construction stone at a higher price than the announced price (provided by the mining unit). In particular, some cases reflect the scarcity of this material, some cases the mining units do not sell directly to the construction contractors but through intermediaries.

The Da Nang Department of Construction requested contractors to report to licensed stone mining units that do not sell or raise the selling price higher than the announced price to propose handling according to legal regulations.

In order to have a basis to resolve the problems regarding the scarcity of stone and inappropriate selling prices as reported, the Department of Construction has issued a document requesting units exploiting and supplying construction stone materials to report information on licensing and exploitation; the situation of selling materials to construction contractors (specifically, units selling directly to contractors for construction projects in Da Nang City (including budget capital and private capital) or through intermediaries, clearly stating the reasons for each case).

At the same time, it is required to review to ensure that the proposed announced price is consistent with the market price and the direct selling price to the buyer. Review the announced price in case of going through an intermediary unit and the appropriateness of the participation of this intermediary unit according to the provisions of law. Proactively review and report cases where the selling price to the contractor is higher than the price in the price announcement.

Up to now, the Department of Construction of Da Nang has received feedback from 5 licensed mining units that are currently publishing prices at the Department of Construction of Da Nang. On that basis, the Department of Construction of Da Nang informs investors of construction investment projects using state capital and private capital in the city to clearly understand the remaining volume of each mine (exploitation period until December 31, 2025).

Specifically, the total exploited volume of these 5 units during the license period (until December 31, 2025) is nearly 3.6 million cubic meters; the remaining volume under the license period is more than 1 million cubic meters (Truong Ban mine 150,000 cubic meters, Ho Bac 3 mine more than 47,000 cubic meters; Hoc Gia Hanh mine 59,000 cubic meters, Phuoc Nhan mine more than 37,500 cubic meters; Son Phuoc mine more than 760,000 cubic meters).

These units all reported that they sold at the mine to contractors with means of transport (the mine did not transport) at the price requested by the Department of Construction to be announced. Contractors without means of transport paid the transport costs to the transport units.

The Department of Construction of Da Nang recommends that investors provide the above information to construction contractors. When contractors need to buy stone, they should contact directly with units licensed to exploit construction stone.

In case the licensed exploitation units do not sell or raise the selling price higher than the price in the price announcement, the investors shall report to the Department of Construction of Da Nang (provide relevant evidence) for the Department to synthesize and coordinate with relevant units to report to the People's Committee of Da Nang City to propose handling according to the law.
