Da Nang plans to reduce 15-20% of the number of units and departments. Public service units with overlapping functions will also be calculated when merging.
On December 20, at the press conference of the fourth quarter of 2024 of the People's Committee of Da Nang City, Mr. Tran Chi Cuong, Vice Chairman of the People's Committee of the city, said that the city is developing specific plans for merging departments and branches.
Mr. Tran Chi Cuong, Vice Chairman of Da Nang City People's Committee informed about the arrangement and streamlining of the apparatus.
According to Mr. Tran Chi Cuong, the arrangement of the administrative apparatus follows the general policy of the Central Government, Da Nang arranges communes and wards.
In particular, the number of communes and wards in Da Nang is not large, so the arrangement is only at the level of adjusting administrative boundaries, concentrated in Hai Chau, Son Tra and Thanh Khe districts.
Next is to arrange and streamline the apparatus according to the requirements of the Politburo .
Accordingly, Da Nang, in addition to arranging and merging departments and branches according to the Central Government's request, will continue to streamline departments and branches that are not included in the merger such as: Department of Health , Department of Home Affairs, Inspectorate, Committee Office, etc.
"The morale of the units and departments will be reduced by 15-20%. The units with overlapping functions will also be considered when merging," said Mr. Cuong.
Mr. Cuong said that the merger also creates many problems that need to be solved. Besides saving time, having a focal point to handle work, and streamlining the apparatus to make it less cumbersome, Da Nang will resolutely do it and complete the arrangement in the first quarter of 2025 according to the Central Government's request.
The Vice Chairman of the People's Committee of Da Nang City added that currently, Da Nang is building specific plans, assigning departments to sit together to discuss and arrange the apparatus after the merger, with the spirit of reducing 15 - 20%.
The remaining departments also sat down to review, rearrange, streamline, and continue to arrange public service units and unions according to policy.
"Da Nang follows the Central Government's policy to do things and do them seriously, not just do them carelessly, just to get them done," said Mr. Cuong.
According to Mr. Cuong, the city has not yet determined the number of surplus staff because it is still making a framework. From that framework, it will calculate a roadmap and have strong policies to encourage staff who are close to the right age, are still young, or who feel they are no longer able to meet the requirements to retire early.
"During the merger process, there will be people who retire and ask to resign, so we will continue to reduce the number of employees, not just a certain amount at once. This is related to the lives of each individual and the family behind them," Mr. Cuong shared.
