Streamlining the apparatus: Solving the situation of excess and shortage of human resources

Notably last week (from September 29 to October 5), General Secretary To Lam chaired a working session with the Ministry of Home Affairs and the Ministry of Agriculture and Environment to review the arrangement of public service units to perform agricultural extension tasks at the local level when operating the two-level local government model.

The Government issued Resolution No. 303/NQ-CP dated October 3, 2025 on solutions for effective implementation of two-level local government according to the Conclusion of the Politburo and Secretariat. Ministries, branches and localities have made efforts and actively implemented tasks to serve the activities of two-level local government.

After 3 months of implementation, the two-level local government has basically met the set goals and achieved positive results, contributing to improving the effectiveness and efficiency of operations, creating convenience for people, organizations and businesses in the area.

Agricultural extension is an important task of commune-level authorities.

On October 3, giving a directive speech at a working session with the Ministry of Home Affairs and the Ministry of Agriculture and Environment on reviewing the arrangement of public service units to perform agricultural extension tasks at the local level when operating the 2-level local government model, General Secretary To Lam stated that regarding general issues at the commune level, the Politburo has made very specific assessments and conclusions. According to feedback, one of the most difficult issues at the commune level today is personnel work. The Politburo requires localities to arrange and organize enough professional staff before October 15, 2025.

Regarding agricultural extension, the General Secretary emphasized that agriculture is a very important issue, especially given attention in accordance with the Central Government's direction, agriculture is a national advantage, a pillar of the economy. Agricultural extension is an important task of the commune-level government. Agricultural extension must be closely linked to the grassroots and the fields. Each commune has two agricultural extension officers. At the provincial level, there will continue to be agricultural extension centers, mainly responsible for guiding, coordinating, urging, and supporting the commune level in implementation.

The General Secretary requested to urgently improve the agricultural extension organization in the area from the provincial to the communal level, eliminate intermediary steps, ensure connectivity, synchronization, unity, regular and effective operations; arrange positions for civil servants with expertise in the agricultural field at the communal level; consolidate, strengthen and improve the effectiveness of the activities of communal-level agricultural extension officers to ensure that agricultural extension activities at the communal level are not interrupted or interrupted...

According to Resolution No. 303/NQ-CP, the Government requires ministries and ministerial-level agencies to focus on implementing tasks and solutions; including completing the payment of regimes and policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP no later than October 10, 2025. The Ministry of Home Affairs directly urges and inspects localities in implementing the strengthening of provincial-level cadres and civil servants to the commune level; Preside over and coordinate with ministries and central agencies to direct and guide localities to conduct a general review, assessment, and classification in conjunction with restructuring the team and improving the quality of the team of commune-level cadres and civil servants after arranging to dismiss cadres and civil servants who do not meet the requirements of the task, as a basis for recruiting, arranging, training, and fostering commune-level cadres and civil servants, resolving the situation of surplus and shortage in some places, ensuring effective use of human resources; synthesize and review the implementation results before October 15, 2025...

"Divide troops to the hamlets" and "Go back to the villages together" to support the people

Operating a two-level local government, Phu Lam commune (An Giang province) has a large area, many households are far from the commune center, so carrying out administrative procedures is difficult. To facilitate people, the People's Committee of Phu Lam commune has deployed the model "Going to the locality to support people in performing online public services and handling administrative procedures at the hamlet" and the model "Supporting the issuance of death certificates for the elderly at home". Every two days a week, staff of the Phu Lam Commune Public Administration Service Center and union staff "divide troops" to the hamlets, supporting people in carrying out administrative procedures, from installing and using the VNeID application, submitting documents to looking up administrative procedures on the National Public Service Portal... Thanks to that, many people no longer have to travel dozens of kilometers to submit documents to carry out administrative procedures.

The movement "Together to the village" launched by Bao Yen commune (Lao Cai) received positive response and created a good impression on the people. Accordingly, on weekends, cadres, civil servants, public employees and workers of the commune will go together to the villages and hamlets to help people carry out tasks and support people in economic development.

Ms. Ly Thi Bau, Standing Deputy Secretary of the Party Committee of Bao Yen Commune, said that every week, the Party Committee of the Commune assigns the Vietnam Fatherland Front Committee of the Commune to survey specific tasks in the villages, then mobilize forces and people to implement them. This activity aims to solve most of the work that requires people's mobilization. Thereby, local government leaders also grasp the aspirations of the people to have appropriate solutions.

Perfecting the organizational structure and improving the efficiency of state management activities

On October 2, at the conference to review the work of the past 9 months and develop directions and tasks for the fourth quarter of 2025, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai pointed out that a key task in the last months of the year for the province is to continue to closely monitor the operation process, promptly guide and remove difficulties and obstacles arising in the operation of the two-level local government. The Party Committee and local government will review all regulations to perfect the organizational apparatus, especially at the provincial and communal public service units, ensuring that there are no gaps in management.

Meanwhile, in Dong Nai, the 10th Provincial People's Council held its 5th session (special session) and passed a Resolution on the establishment of cadres and civil servants; the number of people working with salaries from the State budget in public service units and the number of non-professional workers at the commune level in 2025. This is the first Resolution on assigning establishment quotas after the merger of Binh Phuoc province (old) and Dong Nai province, operating a 2-level local government model from July 1.

Promoting digital transformation associated with administrative reform, building e-government, aiming at developing smart cities and digital government is a task that has been and is being promoted by provinces and cities. This is a practical activity to contribute to improving the effectiveness and efficiency of state management, building a streamlined and modern government model for the benefit of people and businesses.

On October 4, the Ho Chi Minh City Vietnam Student Association organized a program to launch the City Student Week to participate in building a two-level local government and proactive activities to support local governments in the 2025-2026 school year. According to Deputy Secretary of the City Youth Union Nguyen Dang Khoa, the Youth Unions and Student Associations of schools need to establish coordination content, form volunteer student teams to support two-level local governments; effectively implement the "Digital Education for the People" movement to accompany localities in digital transformation, data entry, digitization of records, and building a modern and transparent administration.

According to Resolution No. 303/NQ-CP, the Government requests the Ministry of Science and Technology to be responsible for completing the information technology infrastructure system, ensuring connection, interconnection, and data sharing between information systems and databases serving state management and handling administrative procedures; overcoming the lack of uniformity in reporting information, implementing real-time reporting on the performance of local governments at two levels; to be completed before October 5, 2025.
