The 15th Congress of Dien Bien Provincial Party Committee, term 2025

With the guiding ideology of the 15th Congress being "Improving the leadership capacity and fighting strength of the Party Committee; promoting the strength of great national unity; promoting socio -economic development; ensuring national defense and security, expanding foreign relations; making Dien Bien a province developing towards a green, smart, sustainable economy, striving to develop well in the region". The Congress has the task of comprehensively assessing the results of implementing the Resolution of the 15th Congress of the Dien Bien Provincial Party Committee, term 2020 - 2025; determining the vision, goals, directions, tasks and main solutions for the term 2025 - 2030; discussing and contributing opinions to the draft documents submitted to the 14th National Congress of the Party; electing the 15th Provincial Party Committee Executive Committee and electing the Provincial Delegation to attend the 14th National Congress of the Party.

The Congress elected the Provincial Party Executive Committee for the XV term, consisting of 52 comrades (1 comrade is absent), ensuring the standards of political qualities, capacity, prestige and courage, capable of shouldering the common work of the Party Committee. Comrade Tran Tien Dung was elected to hold the position of Secretary of the Dien Bien Provincial Party Committee for the XV term, 2025 - 2030. The Congress believes and expects that the Party Executive Committee for the XV term will be united, unanimous, promote the sense of responsibility, maintain discipline, and be worthy of being the core leader of the Party Committee and the people of all ethnic groups in Dien Bien province to successfully implement the Resolution of the Congress. The Congress elected the Delegation of the Dien Bien Provincial Party Committee to attend the 14th National Congress of the Party, consisting of 17 comrades and 02 alternate comrades. The above results ensure quantity, standards and structure, with the ability to actively and qualitatively contribute to the contents of the Congress, contributing to the success of the 14th National Congress of the Party.

The 15th Executive Committee of the Dien Bien Provincial Party Committee, term 2025 - 2030

Comrade Tran Tien Dung was elected to hold the position of Secretary of Dien Bien Provincial Party Committee, term XV, 2025 - 2030.

At the Congress, many responsible, dedicated, democratic and unanimous opinions were discussed. From there, the Congress approved the Political Report, the Review Report on the leadership and direction of the Provincial Party Executive Committee, term XV, 2020 - 2035. The Congress also approved the Resolution for the term 2025 - 2030 with high consensus and unity, demonstrating the spirit of solidarity, determination and firm belief of the entire Party Committee, government and people of all ethnic groups in Dien Bien province.

Entering the 2025 - 2030 term, the Dien Bien Provincial Party Committee has determined the general goal of continuing to improve the leadership capacity and fighting strength of the Party Committee; promoting the strength of national solidarity; effectively exploiting potentials and advantages, promoting socio-economic development; improving the material and spiritual life of the people. Focusing on developing medical infrastructure, education, training and innovation; constantly improving the quality of health care for the people; human resource training. Developing agriculture and forestry applying modern science and technology, towards improving the quality and value of products; combined with the development of processing industry and services, tourism. Promoting the development of the digital economy and the socio-economic infrastructure system. Maintaining political stability, ensuring national defense and security, firmly protecting the national territorial sovereignty; expanding foreign relations and international integration. By 2030, strive to make Dien Bien a province developing towards a green, smart, and sustainable economy; one of the tourist centers of the region; and a fairly developed province in the region.

The Congress document clearly stated 22 targets, 10 key tasks, 3 breakthroughs and main tasks and solutions. In particular, striving for an average 5-year gross regional domestic product (GRDP) growth rate in the 2026-2030 period of 10-11%/year; average GRDP per capita by 2030 reaching over 115 million VND/person; labor productivity reaching 193
million VND/worker (at current prices); Economic structure in 2030: Agriculture, forestry and fishery accounts for about 9.64%; industry - construction accounts for about 27.15%; service industry accounts for about 59.45%; Total social investment capital for the 5-year period 2026-2030 reaches about 231,000 billion VND; Budget revenue in the area in 2030 reaches 5,000 billion VND; Ratio of investment capital implemented in the area compared to GRDP reaches 56.42%; Added value of agriculture (at 2010 prices) in 2030 reaches 3,057 billion VND, an increase of 16.7% compared to 2025. Strive by 2030, the area of Macadamia trees will reach about 40,000 hectares, the area of Coffee trees will reach about 20,000 hectares. The proportion of digital economy reaches 20% of the province's GRDP; Industrial Production Index (IIP) increases by an average of 18.52%/year; the average growth rate of total export and import turnover of goods, services and border trade activities reaches over 10%/year. By 2030, the export turnover of goods, services and border residents' exchange will reach 153 million USD...

The congress was honored to welcome comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, on behalf of the Politburo to attend and direct. In his speech directing the congress, comrade Nguyen Xuan Thang emphasized: Dien Bien has a special strategic position, is a solid "fence" of the Fatherland, carries within it a great source of spiritual strength from the historic Dien Bien Phu Victory, a symbol of the will of independence, self-reliance and aspiration to rise up. On behalf of the Politburo, comrade Nguyen Xuan Thang acknowledged and commended the efforts and outstanding results that the Party Committee, government and people of all ethnic groups in Dien Bien province have achieved in the past term, especially the average GRDP growth rate, strong investment in infrastructure, guaranteed social security, and constantly improving people's lives. Entering the new term, comrade Nguyen Xuan Thang suggested that Dien Bien province focus on removing the "bottleneck of bottlenecks" in infrastructure, especially regional traffic connectivity; establishing a growth model based on three pillars: ecological agriculture - cultural, historical and ecological tourism - cross-border gate economy. At the same time, promote the cultural identity of ethnic groups, improve the quality of education and health care, and build high-quality human resources. In particular, the province must arouse the Dien Bien spirit - the spirit of belief in victory, of the will to overcome oneself, to create a Dien Bien Phu in the new era, a victory of intelligence, innovation and aspiration for development.
