The Draft Resolution identifies the general goals as:

Building a clean and strong Party and political system.

Maintain annual growth rate at double digits; strongly shift the growth model from breadth to depth, making Thanh Hoa one of the major centers of the region and the country in energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, and logistics services.

Develop breakthroughs in science and technology, innovation and digital transformation; maintain the annual Provincial Innovation Index (PII) and Provincial Digital Transformation Index (DTI) in the top 10 leading provinces and cities nationwide.

Develop education and training, healthcare, culture, and sports in the direction of standardization, modernization, and socialization; maintain achievements in key education and high-performance sports among the leading provinces and cities in the country; make Thanh Hoa one of the centers of high-tech healthcare services in the North Central region.

Minimize environmental pollution, use resources rationally, economically and effectively, and adapt well to climate change.

Maintain political stability; ensure national defense, security, and social order and safety.

Significantly improve the material, cultural and spiritual life of the people.

Strive to make Thanh Hoa one of the leading provinces in the country by 2030, and to become a rich, civilized, and happy province by 2045.

The draft Resolution also sets out 32 key targets, 8 key tasks and 3 strategic breakthroughs. At the same time, it proposes many major groups of solutions on Party building and the political system; on economic development; on science - technology, culture - society, resource management and environmental protection; on national defense - security and foreign affairs to successfully and comprehensively implement the goals and tasks set out by the Congress.

In an atmosphere of excitement, solidarity, democracy, for the development of Thanh Hoa province in particular and the country in general, the Congress elected the 20th Provincial Party Executive Committee with a sufficient number of 69 comrades, ensuring standards, reasonable structure, inheritance between generations, capable of shouldering the responsibility of leadership, direction and organization to successfully implement the goals set forth in the Congress Resolution.

With a high sense of responsibility, the Congress elected 33 official delegates and 2 alternate delegates representing the intelligence, aspirations and will of the Party Committee, army and people of all ethnic groups in the province to attend the 14th National Congress of the Party.
