The 1st Congress of Women's Delegates of Lung Phinh Commune, term 2025

Attending and directing the congress were comrade Dinh Minh Ha - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Women's Union, along with comrades from the Standing Committee of the Party Committee, People's Council, People's Committee of the commune and 120 official delegates representing over 1,700 women members in the commune.

Lung Phinh commune is a particularly difficult highland commune of Lao Cai province, established on the basis of merging three communes: Lung Phinh, Ta Van Chu (old Bac Ha district) and Lung Than (old Si Ma Cai district), with a total natural area of 10,100.78 hectares. The whole commune has 20 villages, a population of 11,866 people belonging to 12 ethnic groups, of which the Mong ethnic group accounts for 87.6%. Lung Phinh commune Women's Union currently has 20 branches with 1,719/2,000 members aged 18 and over, reaching a rate of 86%; ethnic minority members account for about 90%.

In the 2020 - 2025 term, the Women's Union of Lung Phinh commune has demonstrated the spirit of solidarity, creativity, and efforts to achieve many important results. Propaganda work has many innovations; organizing training courses, participating in many competitions; promoting the role of wives, mothers, child-rearing skills, organizing family life... In economic development and sustainable poverty reduction, the Union has guaranteed and managed over 25 billion VND in loans for nearly 400 households to borrow capital, develop the economy, maintain temperate fruit tree planting models, ginger planting models, and raise native pigs for an income of 70 - 100 million VND/year; the emulation movement "Building Vietnamese women of the new era" has been widely deployed and achieved many positive results, with 06 collectives and 12 typical individuals being commended and rewarded.

In addition, the Movement "Building a family of 5 no's and 3 clean's" was actively participated by members, contributing to the construction of new rural areas. During the term, 45 more member households met the criteria of "5 no's and 3 clean's", bringing the total number of members in the whole commune to 925 members. Along with that, the work of building the Association's organization was focused on, the rate of gathering members reached over 80%, the branches maintained regular activities; the team of Association officials increasingly matured in capacity and courage, many outstanding members were discovered, trained, and introduced to the Party Committee and commune government, affirming the increasingly solid role of women in the grassroots political system.

The above results have affirmed the mettle, creative intelligence and solidarity of cadres, members and women in the innovation process. In the 2025 - 2030 term, the Lung Phinh Commune Women's Union has set out 12 specific target groups, 2 breakthroughs and 5 key tasks and solutions. In particular, focusing on innovating the content and methods of operation, promoting the application of information technology; promoting the core role of women in socio-economic development; strongly spreading emulation movements and campaigns; enhancing the position of women in the family, community and society...

At the Congress, many thoughtful and thoughtful presentations were carefully prepared, clarifying the key tasks and solutions for the coming term. Delegates attending the Congress unanimously approved the Report synthesizing comments on the Draft Documents to be submitted to the 14th National Women's Congress, term 2026 - 2031; Documents of the 1st Lao Cai Provincial Women's Congress.

Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Lao Cai Provincial Women's Union - Dinh Minh Ha acknowledged, warmly congratulated and commended the important and dedicated contributions that the Commune Women's Union has achieved in the past term. In order to meet the requirements of the new development period, and at the same time contribute to the successful implementation of the Resolution of the Commune Party Congress, and successfully complete the mission of the Union in caring for and protecting the legitimate rights of women and children, the Chairman of the Provincial Women's Union requested that the Lung Phinh Commune Women's Union implement well the motto "The Central directs the strategy - The Province applies creatively - The Commune accompanies members - The Branch understands women" and "Where there are women, there are Union activities"; constantly innovate the content and methods of operation, promote the application of information technology and digital transformation in the work of the Union. The Commune Women's Union needs to proactively approach and effectively use digital platforms in directing, managing, propagating, and connecting members; actively implement Resolution 57 of the Politburo on breakthroughs in science and technology development and national digital transformation, associated with the "Digital Literacy for All" movement.

Goals to strive for by 2030: 100% of cadres, members, and women aged 18 and over have basic digital skills, have level 2 electronic identification accounts; 90% of members use online public services; at the same time, promote emulation movements and campaigns, creating a strong influence in the lives of members; focusing on the movement "Building Vietnamese women of the new era", helping women train their mettle, intelligence, and aspirations to rise up; associated with the movement "Building a family of 5 yes, 3 clean"; annually mobilize and support at least 20 households to meet the criteria of a sustainable "Family of 5 no, 3 clean" as stated in the draft report. At the same time, the Association needs to widely deploy humanitarian, charitable, and gratitude activities; take care of vulnerable women and children...

Next, the Congress announced the decision of the Standing Committee of the Provincial Women's Union on appointing the Executive Committee of the Lung Phinh Commune Women's Union, term I, consisting of 25 comrades, and the Standing Committee of 5 comrades. Comrade Giang Thi Ngoc Lan was appointed to hold the position of President of the Lung Phinh Commune Women's Union for the 2025-2030 term. The Congress also announced the decision to appoint 2 comrades as delegates to the 1st Lao Cai Provincial Women's Congress, term 2025-2030.
