CTTĐT - On October 6, 2025, the Provincial People's Committee Party Committee issued Document No. 73-KL/DU Conclusion of the Standing Committee of the Provincial People's Committee Party Committee on the proposal for the Plan to arrange public service units, state-owned enterprises and focal points within agencies and organizations in the political system in Lao Cai province (state government sector).

The Provincial People's Committee Party Committee unanimously agreed to submit to the Provincial Party Standing Committee and the Provincial Party Standing Committee for comments and proposals on the Plan to arrange public service units, state-owned enterprises and focal points within agencies and organizations in the political system of the state administration sector.

For specialized agencies and provincial administrative organizations

Maintain the internal administrative organization of specialized agencies and other administrative organizations of 14/16 units (except the Department of Agriculture and Environment and the Department of Ethnic Minorities and Religions).

For the Department of Ethnic Minorities and Religions: Implement the plan to convert the Religious Committee into the Religious Division under the Department of Ethnic Minorities and Religions.

Department of Agriculture and Environment: In the immediate future, maintain the model of the Department of Quality and Rural Development, the Department of Environment, Hydrometeorology and Climate Change under the Department of Agriculture and Environment; the Department of Market Management under the Department of Industry and Trade, waiting for instructions from the central ministries and branches; Regarding the system of Forest Protection Sub-Departments under the Forest Protection Sub-Department: Arrange from 15 Sub-Departments to 11 Forest Protection Sub-Departments, specifically: (i) Bat Xat Regional Forest Protection Sub-Department (merged from Lao Cai - Cam Duong Regional Forest Protection Sub-Department, Bat Xat Regional Forest Protection Sub-Department and receiving part of the management area of ​​Sa Pa Regional Forest Protection Sub-Department); (ii) Bac Ha Regional Forest Protection Sub-Department (merging Bac Ha Regional Forest Protection Sub-Department, Muong Khuong Regional Forest Protection Sub-Department and Simacai Regional Forest Protection Sub-Department); (iii) Van Ban Regional Forest Protection Sub-Department (maintain Van Ban Regional Forest Protection Sub-Department, and at the same time receive part of the management area from Van Yen - Tran Yen - Yen Bai Regional Forest Protection Sub-Department); (iv) Bao Yen Regional Forest Protection Unit (maintain Bao Yen Regional Forest Protection Unit and receive part of the area from Yen Binh - Luc Yen Regional Forest Protection Unit); (v) Bao Thang Regional Forest Protection Unit (maintain Bao Thang Regional Forest Protection Unit and receive part of the management area of ​​Sa Pa Regional Forest Protection Unit); (vi) Nghia Lo Regional Forest Protection Unit (changed name from Van Chan - Tram Tau - Nghia Lo Regional Forest Protection Unit); (vii) Luc Yen Regional Forest Protection Unit (on the basis of Yen Binh - Luc Yen Regional Forest Protection Unit (after transferring part of the area to Bao Yen Regional Forest Protection Unit) and renamed to Luc Yen Regional Forest Protection Unit). (viii) Tran Yen Regional Forest Protection Unit (on the basis of Van Yen - Tran Yen - Yen Bai Regional Forest Protection Unit (after transferring part of the area to Van Ban Regional Forest Protection Unit) and renamed to Tran Yen Regional Forest Protection Unit); (ix) Maintain Mu Cang Chai Regional Forest Protection Units; Bat Xat Nature Reserve Forest Protection Department; Hoang Lien - Van Ban Nature Reserve Forest Protection Department.

For public service providers and funds

Arrange the system of public service units to be streamlined, reduce focal points, and link with financial autonomy and streamline staff; only arrange public service units under the Provincial People's Committee, departments, branches, and commune-level People's Committees; do not arrange public service units under branches and divisions.

In the health sector, direct the Department of Health to study and arrange the transfer of preventive medicine functions from the Health Center and Regional Preventive Medicine Center to the Commune Health Station; terminate the operation of the Regional General Clinic; arrange the Health Station under the Commune People's Committee; arrange stations in difficult areas; standardize facilities, equipment, and appropriate departments and offices.

In the field of education and training, based on the guidance of the Ministry of Education and Training, research on arranging schools and school locations in a reasonable and practical direction, reducing the number of focal points but still ensuring the right to access education for children and students, while improving the quality and effectiveness of education.

In the public service sector, research on establishing communal-level public service units to provide public services locally.

For the Construction Investment Project Management Board (PMU), reorganize according to specialized regulations on investment and construction management.

Maintain the current model of forestry farms and continue to dissolve 02 forestry farms according to regulations (Luc Yen Forest Farm; Van Yen Forest Farm).

Review, consolidate (in the direction of reducing internal focal points) or establish new (if any) financial funds; social funds; charity funds in accordance with regulations, ensuring publicity, transparency and efficiency.

Strengthen modern governance, financial transparency, technology application, digital transformation; ensure the legitimate rights of workers, and improve the efficiency of resource use.

The Department of Home Affairs shall preside over and coordinate with the Office of the People's Committee to complete the draft Report proposing the Plan to arrange public service units, state-owned enterprises and focal points within agencies and organizations in the political system under the state administration sector, submit it to the Standing Committee of the Party Committee for consideration, and submit it to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee for comments.
