Speaking at the opening of the working session, Minister of Culture, Sports and Tourism Nguyen Van Hung congratulated Lai Chau Provincial Party Committee on successfully organizing the 15th Provincial Party Congress, term 2025 - 2030, and congratulated comrade Le Minh Ngan on being elected as Secretary of Lai Chau Provincial Party Committee for the term 2025 - 2030. According to the Minister, through the Congress, the culture, sports and tourism sector of Lai Chau province has been planned more correctly, fully and deeply, this is the foundation for the culture, sports and tourism sector of Lai Chau province to develop further in the coming time. The fact that Lai Chau provincial leaders registered to work with the Ministry of Culture, Sports and Tourism right after the Party Congress showed the attention of provincial leaders to the development of culture, sports and tourism of the locality. At the same time, the Minister of Culture, Sports and Tourism requested the leaders of Lai Chau province to specifically and directly discuss issues related to the development of local culture, sports and tourism, as well as recommendations and proposals.
Reporting at the meeting, Comrade Tong Thanh Hai - Permanent Vice Chairman of the Provincial People's Committee said that Lai Chau is a locality with many potential advantages for cultural and tourism development with majestic mountains and many of the most beautiful and difficult to conquer peaks in Vietnam, many caves, waterfalls, favorable climate, and many precious medicinal herbs such as Lai Chau ginseng, Panax pseudoginseng, seven-leaf one-flower... with economic value.
Lai Chau is also a locality with many unique and diverse cultural features, with 20 ethnic groups living together, including very small ethnic groups that only Lai Chau has, with unique and highly indigenous cultural features. Lai Chau also has many valuable historical relics, many unique cultural festivals... However, the Standing Vice Chairman of Lai Chau Provincial People's Committee said that according to the assessment of many experts and managers, the exploitation and development of culture, sports and tourism in Lai Chau is still not commensurate with its potential and advantages.
The Standing Vice Chairman of the Provincial People's Committee said that the People's Committee of Lai Chau province has sent a document to the Ministry of Culture, Sports and Tourism to register to develop a medium-term public investment plan using the State budget for the period 2026 - 2030 and to implement the National Target Program on Culture for the period 2025 - 2035. At today's meeting, Lai Chau province proposed that the Ministry of Culture, Sports and Tourism pay attention to and give opinions on the project of Lai Chau Provincial Museum; propose to restore 3 national relics including: National historical relic of King Le Thai To Memorial Site; Tien Son Cave relic and PuSamCap national relic.
At the working session, leaders of the Departments, Divisions and units of the Ministry of Culture, Sports and Tourism spoke and discussed issues related to investment in provincial-level cultural institutions and restoration of national-level relics in Lai Chau province.
Concluding the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung said that despite facing many difficulties in recent years, Lai Chau province's leaders have always made efforts to preserve and promote traditional cultural values and consider culture as a driving force for the province's sustainable development.
Therefore, many cultural values of ethnic minorities have been preserved, maintained and promoted. The locality has worked with the Ministry of Culture, Sports and Tourism to organize many programs to preserve traditional cultural values, contributing to the successful implementation of the task of building an advanced Vietnamese culture with a strong identity. Lai Chau has initially linked culture with tourism development to attract tourists to Lai Chau, considering this as an economic activity to increase budget revenue. In addition, the province has also identified the potential advantages of natural conditions to have a suitable direction in the coming time.
The Minister of Culture, Sports and Tourism requested the leaders of the relevant Departments and Offices of the Ministry of Culture, Sports and Tourism to continue to accompany the localities in preserving and exploiting cultural values, turning heritage into assets, developing tourism and sports in accordance with local conditions. This will help Lai Chau shorten the gap with developed localities and help Lai Chau people enjoy culture.
Expressing support for Lai Chau's proposals, the Minister said that regarding the Lai Chau Provincial Museum project, this is an important cultural institution of the locality. Believing that the construction of the Lai Chau Provincial Museum is necessary, the Minister noted that when building the museum, Lai Chau province must carefully consider the location issue. The museum must be located in a convenient location, so that visitors can easily access and see the unique cultural features of the locality. Once a location is available, it is necessary to proactively clear the land, choose a suitable consulting unit... there must be a unique design and display plan with highlights, not letting the construction of the museum become just a warehouse for artifacts. The Minister suggested that Lai Chau refer to the museum construction experience of other localities as well as the experience of some countries in the world.
Regarding the proposal to restore three national relics, the Minister requested Lai Chau to carry out processes and procedures in accordance with regulations. The Ministry of Culture, Sports and Tourism supports and will accompany Lai Chau in preserving and restoring relics and have an exploitation plan to turn heritage into assets.
Minister Nguyen Van Hung once again affirmed that the Ministry of Culture, Sports and Tourism will accompany localities for the common development goal, so that "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge".
Speaking at the working session, Lai Chau Provincial Party Secretary Le Minh Ngan said that the Resolution of the 15th Provincial Party Congress, term 2025 - 2030, identified the task of building a progressive culture imbued with national identity and typical of Lai Chau.
Therefore, the provincial leaders always pay close attention to the implementation of cultural development programs and projects; focus on preserving and promoting the fine traditional cultural values of ethnic groups in the area, meeting the requirements of sustainable development in the new period.
Thanking Minister Nguyen Van Hung for taking the time to work and support Lai Chau province's proposals as well as committing to accompany the province, Lai Chau Provincial Party Secretary Le Minh Ngan said that the provincial leaders will fully absorb the Minister's opinions to implement, for the goal of developing local culture, sports and tourism.
