Previously, at noon on October 7, Hoang drove his motorbike to Long Xuyen market to drink water and met Hoai, who then invited him to go look for stolen property.

When Hoang drove Hoai to Le Trieu Kiet Street, Binh Long 1 Hamlet, Long Xuyen Ward, they saw a lottery ticket stall on the sidewalk in front of Pham Vinh Quang's house, so they both had the idea of ​​stealing lottery tickets. At this time, seeing that Quang's house had someone eating, and the lottery ticket stall was unattended, Hoang immediately stopped the car in front of the lottery stall so Hoai could get out and get 84 lottery tickets, then they both got in the car and escaped.

Hoang and Hoai then sold the tickets to a street vendor for 595,000 VND and split the money. On October 8, Hoang and Hoai were arrested by Long Xuyen police.
