For Lam Dong, it is not only a matter of reorganizing administrative boundaries, optimizing resources, exploiting economic potential, promoting regional linkages, forming major economic centers, creating conditions to enhance competitiveness and attract investment, in line with the trend of international integration, but also a strategic development solution for the Southern Highlands. The specificity of geography, resources and people will be the resources and capital for Lam Dong to plan its development direction.

There are few provinces and cities with a special geographical location like Lam Dong. Looking at the administrative map of Lam Dong, we can see that to the north it borders Dak Lak and Khanh Hoa, to the south it borders Ho Chi Minh City and Dong Nai, to the west it borders Cambodia and to the east it faces the sea, acting as a bridge between the South Central Coast and the Central Highlands. The territory stretches from the Cambodian border to the South Central Coast, creating a continuous development axis, connecting the mountains and forests with the ocean. Associate Professor Dr. Nguyen Dinh Tho - Institute of Strategy and Policy on Agriculture and Environment said: "The multi-layered geographical space with the presence of many different types of terrain opens up the potential for multi-sector development. Lam Dong has the conditions to form specialized agricultural areas, mining industry, resort tourism areas, and a system of medium and large-scale urban areas".

In fact, Lam Dong's terrain is spread over 3 areas, creating a clear distinction between plateaus, hills and coastal plains. Lam Vien Plateau of Lam Dong of thousands of flowers stands out with an average altitude of over 900 m, a mountainous landscape interspersed with deep valleys, creating a temperate climate and nutritious soil. The M'nong Plateau in the vast Lam Dong region has a relatively flatter terrain, suitable for large-scale agricultural development and mining industry. Meanwhile, sand dunes, low mountains and coastal alluvial plains in Lam Dong with blue sea create a unique terrain, combining arid land and long coastline, with the ability to exploit resort tourism and renewable energy. The diversity of Lam Dong's terrain is the basis for reasonable development zoning according to natural conditions, from cultivation, livestock to industry, energy and services.

With a territory integrating diverse terrain, climate, ecology and resources, Lam Dong has the potential to develop strongly on a solid natural foundation. The highlands are suitable for developing high-tech agriculture, light industry and resort tourism. The hilly, plain and coastal areas can become centers for developing clean energy, supporting industries, seafood exploitation and sustainable urbanization.

The combination of different natural elements creates a strong intra-regional linkage chain, promoting the formation of green economic corridors that adapt to climate change and energy transition. The remaining issue is effective management of natural resources, which will be the foundation for Lam Dong to expand towards a balanced development model between economy, society and environment.

Seize the advantage

Lam Dong province possesses many outstanding advantages in terms of socio-economic conditions. The diverse economic structure is formed from the complementary functions between 3 geographical regions: highlands, coastal areas and midlands. These advantages are: concentrated agricultural production areas with high productivity, achieving stable export levels and having a brand; providing valuable minerals, energy resources and land funds for the development of processing industry, renewable energy; having great advantages in terms of marine potential, wind and solar energy, resort tourism, seaports and logistics. According to experts, connecting these 3 spaces will create a "multi-pillar economic ecosystem", helping to reduce risks from single-industry dependence.

In addition, Lam Dong has many industrial parks and clusters in operation such as: Duc Trong, Loc Son, Tan Hoi, Son My I, Son My II and Nhan Co. Industrial parks have the ability to attract high-tech investment, clean energy, deep processing of agricultural, forestry and mineral products. The labor force in the province is relatively large, of which the young labor force accounts for a high proportion.

The province's transport infrastructure network is being gradually upgraded with National Highway 20, National Highway 28, National Highway 55 connecting the highlands with the South Central Coast and the Southeast; the Dau Giay - Lien Khuong Expressway, when completed, will help shorten the time for transporting goods between Da Lat and Ho Chi Minh City; the Phan Thiet - Dau Giay railway is being studied for expansion. Vinh Tan Seaport, Phan Thiet Port, Lien Khuong Airport and Phan Thiet Airport create a network connecting domestic and international sea and air routes. These are advantages for Lam Dong to form logistics centers in the Central Highlands - South Central Coast, supporting the circulation of goods, raw materials and products to major markets...

Planning for the future

Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association said: Possessing existing potential and advantages, along with the reorganization of economic space associated with the development of inter-regional urban systems, will contribute to building a new economic driving force in the Southern Central Highlands and South Central Coast. Therefore, it requires a close, scientific regional planning strategy, along with flexible and appropriate support mechanisms for transformation to truly become a lever for sustainable development of the Southern Highlands in the future.

According to the draft Resolution of the 1st Provincial Party Congress, term 2025 - 2030, the economic development direction for the coming period is "changing thinking and strategic vision in line with the new development space; arousing aspirations, pride, and determination to develop strongly in the era of national development". Striving to achieve an average gross domestic product (GRDP) growth rate for the period 2025 - 2030 of about 10 - 10.5%; GRDP per capita by 2030 of about 6,700 - 7,500 USD; social labor productivity growth rate of about 6.5 - 7.5%/year; total social investment capital accounting for 35 - 40% of GRDP.

To achieve the above targets, Lam Dong has set out 3 breakthroughs and 14 key projects. Notably, "mobilizing all investment resources to build and develop a synchronous and modern infrastructure system, prioritizing investment in strategic transport infrastructure, inter-regional connectivity associated with the construction and development of new urban areas, concentrated residential areas, tourism and service complexes of regional and international scale...". At the same time, investing in 7 key projects from the state budget and public-private partnerships; 7 major projects to attract investment in the coming period.

Solutions to develop Lam Dong's economic sector are determined to focus on innovating the economic growth model towards green, sustainable, applying science and technology, innovation, improving productivity, quality, efficiency and competitiveness; strongly developing digital economy, green economy, circular economy, sharing economy; developing open space economy, linked with the urban development axes of the province. Promoting economic restructuring towards reducing the proportion of agriculture, increasing the proportion of services and industry - construction. Attracting strategic investment, developing synchronous infrastructure, especially in transportation, urban areas, tourism, health care and education; protecting the environment, adapting to climate change, reducing greenhouse gas emissions.
